Definition

Under direction in a Data Center, or in a state department, agency, institution, or State College, is responsible on a shift for all machine operations activities, including multiple computers that support complex teleprocessing networks and shared databases and all computer peripherals, unit record, data entry, forms handling, and microfilm/microfiche equipment; does other related duties as required.

Examples of work

• Supervises a shift of operations in a multivendor, multicomputer production oriented data processing facility functioning under various high-level operating systems and supporting a complex teleprocessing network and large database files.
• Responsible for the processing of microfilm and microfiche output and the bursting, decollating, and binding of printed reports.
• Responsible for completion of schedules developed by Scheduling and Control, and reports on the status of production.
• Supervises the monitoring of machine and employee utilization and provides required reports.
• Supervises the maintenance of all machine room logs.
• Works with users and with Scheduling and Control in adapting to emergency conditions which may require schedule changes.
• Enforces security and environmental control measures for site, data, and program protection.
• Ensures that all employees are properly assigned in accord with job classifications; changes assignments as required.
• Evaluates training needs and submits appropriate requests to the Assistant Chief, Data Processing Operations; ensures that appropriate on- the-job training is provided to entry-level employees and that appropriate personnel are instructed in the use of new equipment or new software before it is placed in production.
• Assists in the evaluation of new equipment and technology from the standpoint of operability and impact on job classifications.
• Ensures that vendor maintenance personnel and Technical Support Specialists are given necessary cooperation, and enforces compliance with Data Center rules and regulations.
• Cooperates with and provides guidance to user agencies during periods of teleprocessing network failure.
• Ensures that the shift is adequately staffed, and that effective interfacing occurs between shifts.
• Ensures that all production and workflow control procedures are adhered to.
• Documents problems which adversely affect production schedules or work quality.
• Recommends to Data Processing Operations management rearrangements of equipment and facilities to facilitate more efficient workflow and processing.
• Analyzes for inefficiencies of assigned staff, and reports on personnel time distribution; maintains overtime records.
• Prepares clear, accurate, and informative reports detailing progress, schedules, activities, and problems.
• Maintains essential records, reports, and files.
• Will be required to learn to utilize various types of electronic and/or manual recording and information systems used by the agency, office, or related units.

Education

Graduation from an accredited college or university with an Associates degree in Data Processing.

Experience

Four (4) years of experience in computer operations, systems analysis and programming, systems programming, scheduling and/or technical support experience in the data processing field, two (2) years of which shall have involved supervision of production- type computer operations in a multi-processor, multi- programmed computer center.

License

Appointees will be required to possess a driver's license valid in New Jersey only if the operation of a vehicle, rather than employee mobility, is necessary to perform the essential duties of the position.

Knowledge, skills and abilities

• Knowledge of the principles of production systems and work efficiency as related to a large-scale multiprocessor data center.
• Knowledge of the operation of computers, computer peripherals, and EAM equipment, and of the concepts of information processing.
• Knowledge of workflow control and reporting techniques.
• Knowledge of computer and machine operating techniques.
• Knowledge of job control language and telecommunications hardware and software.
• Ability to react in a timely manner and make decisions under emergency conditions, and to rearrange workloads and reassign employees to meet revised schedules.
• Ability to apply proper production systems techniques.
• Ability to interpret equipment and personnel utilization statistics, and to recommend and implement improvements where required.
• Ability to effectively direct, supervise, motivate, and evaluate the performance of assigned subordinates.
• Ability to communicate effectively, both orally and written, with assigned staff and other data center units, vendors, and users.
• Ability to understand users' service requirements, and to resolve problems in a mutually satisfactory fashion.
• Ability to evaluate training requirements, and to request appropriate training.
• Ability to evaluate the operating efficiency of new equipment and technology, and to recommend modifications in hardware or software which would enhance production reliability or increase output.
• Ability to work effectively with other shifts, and to communicate the status of work in process and the existence of hardware, software, or media problems.
• Ability to prepare clear, accurate, and concise technical reports.

• Ability to utilize various types of electronic and/or manual recording and information systems used by the agency, office, or related units.
• Ability to read, write, speak, understand, and communicate in English sufficiently to perform the duties of this position. American Sign Language or Braille may also be considered as acceptable forms of communication.

A Bachelors degree in any field may be substituted for the Associates degree in Data Processing.

A Bachelors or Masters degree in Data Processing may be substituted for one (1) year of the non- leadership experience.

<b> SPECIAL NOTE SUBSTITUTING EXPERIENCE FOR EDUCATION:</b>

Experience in the study of work methods and processes, the analysis of varied types of data, the design and preparation of systems and programs, the operation of multi- programming computer systems and work in the Data Processing support areas of input/output control, scheduling, or reliability support may be substituted for the required education on a year for year basis.

Any formal data processing training by any organization may be submitted for consideration and evaluation as possibly being equated to a specific number of college credits. The Department of Personnel will review the course content; and all the other factors involved, and make a determination.
