Definition
Under the direction of the Chief Inspector, New Jersey Racing Commission, Department of Law and Public Safety, is responsible for the supervision of the licensing function, which includes the preliminary investigation of race track personnel, horses, owners, drivers, jockeys and trainers in accordance with Division procedures along with the Commission's Rules and Regulations and the New Jersey Racing Law governing the racing of thoroughbred and harness horses in New Jersey; takes charge in the absence of the Chief Inspector, New Jersey Racing Commission; do other related work as required.
Examples of work
- Coordinates the licensing function at the assigned race track and is responsible for between-race-track licensing in those instances where racing calendars are constructed.
- Supervises the investigation of patron complaints of pari-mutuel payoffs ticket errors, and track employees.
- Supervises the licensing of owners, drivers, jockeys, trainers, stable names, partnerships, stable employees, platers, and vendors who service and supply the various tracks during their racing calendar.
- Maintains a receipt ledger recording the licensing fees and other revenue at the assigned race track.
- Supervises the issuance of official identification cards for Commission personnel, participants and their employees and also industry employees.
- Supervises the work operations and/or functional programs and has responsibility for effectively recommending the hiring, firing, promoting, demoting and/or disciplining of employees.
- Analyzes Daily Programs to insure that all owners, horses, stables, and trainers involved in the racing date are duly and legally licensed.
- Schedules Inspector II's and III's to daily work assignments and makes periodic inspections to insure prompt, expeditious handling of workload.
- Reviews all licensing and other reports to insure accuracy and completeness.
- Acts as a witness for the State in formal hearings or court procedures.
- Assists in the preparation of weekly, monthly, and annual reports of work progress revenue projections and related matters to be submitted to the Racing Commission.
- Supervises clerical staff on a day to day basis.
- In the absence of the Chief Inspector, New Jersey Racing Commission, takes charge of the Commission's activity on flat and harness tracks.
- Will be required to learn to utilize various types of electronic and/or manual recording and information systems used by the agency, office, or related units.
Education
Graduation from an accredited college with a Bachelor's degree.
Experience
Two (2) years of experience as an inspector of personnel, horses, and procedures at thoroughbred and harness race tracks or two (2) of professional experience in an administrative or investigative work in a recognized law enforcement or regulatory agency.
Knowledge, skills and abilities
- Knowledge of the methods used to conduct inspections and investigations.
- Ability to interpret, and apply the New Jersey Racing Law.
- Ability to apply licensing procedures of the New Jersey Racing Commission.
- Ability to follow procedures in the investigation of complaints involving the enforcement of New Jersey Racing Laws.
- Ability to analyze daily program and reports.
- Ability to supervise people engaged in licensing and complaints investigation.
- Ability to prepare and supervise the preparation of clear, accurate reports on licensing activities containing findings, conclusions and recommendations.
- Ability to provide concise testimony at formal administration hearings.
- Ability to read, write, speak, understand, or communicate in English sufficiently to perform the duties of this position. American Sign Language or Braille may also be considered as acceptable forms of communication.
