Definition

Under the general supervision of the Chief, Bureau of Research and Statistics or other supervisor in the Division of Family Development, Department of Human Services, does basic technical and/or non-technical field, office, and library research work involved in the planning, compiling and reporting of information essential to division programs and research designs; does related work as required.

Examples of work

Under direction, plans and carries out research in a specialized area and conducts studies on specific topics or problems. Supervises statistical and clerical staff in the performance of simple routine calculations and other basic statistical clerical procedures. Devises and develops appropriate methods and procedures to be used in the compilation, organization, and presentation of data. Collects public assistance information pertaining to all public assistance programs in accordance with sound research techniques. Supervises statistical and clerical staff in the performance of manual sample selection for various state and federal public assistance quality control programs to insure proper usage of sample selection criteria. Keeps current with all census data available in hard copy or on tape within the department and all information available on tape at Princeton and Rutgers Universities. Analyses computer generated reports on public assistance programs for consistency and accuracy of reported data. Keeps current with changes in assistance programs policy and eligibility requirements in order to explain fluctuations in reported program data; keeps supervisor informed of such fluctuations. Prepares correspondence in response to requests for information Prepares reports for the Chief, Bureau of Research and Statistics that are clear, technically sound, accurate, and concise containing findings, conclusions and recommendations. Supervises the activities of the bureau's Research Librarian; when necessary, in the absence of the Research Librarian, assumes related duties. Evaluates requests to acquire research materials utilized by Division staff and retained in the research library. Makes field trips to county agencies and other state agencies to obtain information or to confer with others on pertinent matters; attends meetings and training programs as required. Establishes and maintains essential records and files. May be required to learn to utilize various types of electronic and/or manual recording and information systems used by the agency, office or related units.

License

Appointee will be required to possess a driver's license valid in New Jersey only if the operation of a vehicle, rather than employee mobility, is necessary to perform the essential duties of the position.

Knowledge, skills and abilities

Knowledge of accepted and reliable research techniques. Knowledge of the techniques and procedures used in gathering, assembling, and arranging extensive data for easy reference. Knowledge of statistical procedures and techniques and their application. Ability to plan and organize research studies and programs, analyze research and related problems, and develop appropriate work methods. Ability to prepare effective correspondence in the course of official duties. Ability to give appropriate assignments and instructions to statistical clerical staff assigned to research activities and to supervise the performance of their work. Ability to provide advice, assistance, and accurate information when needed. Ability to write clearly and concisely, to handle necessary technical vocabulary, and to organize difficult or complex information in an understandable and efficient manner. Ability to make field visits required to acquire useful information, to locate other resources and to compile needed data. Ability to prepare clear, technically sound, accurate, and informative statistical, research and related reports. Ability to maintain essential records and files. manual recording and information systems used by the agency, office or related units. Ability to read, write, speak, understand, or communicate in English sufficiently to perform the duties of this position. American Sign Language or Braille may also be considered as acceptable forms of communication. Applicants must meet one of the following or a combination of both experience and education. Thirty (30) semester hour credits are equal to one (1) year of relevant experience. Five (5) years of professional experience in public assistance statistical and research work. OR Possession of a bachelor's degree from an accredited college or university; and one (1) year of the above-mentioned professional experience. "Professional experience" refers to work that is analytical, evaluative, and interpretive; requires a range of basic knowledge of the profession's concepts and practices; and is performed with the authority to act and make accurate and informed decisions.
