Definition
Under the direction of the Director, Deputy Director or Bureau Chief within the Division of Fire Safety, DCA, reviews, analyzes and interprets provisions of model national and international fire codes, and proposed code revisions; assesses the applicability of those provisions and proposals to meet the purpose of the Uniform Fire Safety Act and Regulations to protect the lives and property of the occupants of buildings and premises, firefighters and the general public; does related work as required.
Examples of work
Takes the lead in assessing the effectiveness of existing and proposed maintenance and retrofit provisions of the NJ Uniform Fire Code to address the purpose of the Uniform Fire Safety Act. Analyzes and interprets technical fire code and other regulatory provisions enforced by the Division of Fire Safety. Reviews proposed and existing legislation and assesses its impact on Uniform Fire Code enforcement responsibilities; provides recommendations for change, if warranted. Coordinates the investigation of complaints concerning fire code enforcement or other activities. Takes the lead in the development of Uniform Fire Code provisions and regulations. Reviews and analyzes proposals to amend Code provisions; provides recommendations for change, if needed. Prepares responses to Administration and Legislative inquiries requiring an analysis of proposed legislation affecting fire safety. Prepares formal technical opinions and bulletins to include in the Uniform Fire Code. Acts as Division liaison to the Uniform Fire Safety Act (Codes) Advisory Counsel of the NJ Fire Safety Commission. Prepares reports on the adequacy and appropriateness of Uniform Fire Code provisions. Prepares correspondence. Establishes and maintains essential records and files. Will be required to learn to utilize various types of electronic and/or manual recording and information systems used by the Division or its related units.
License
Appointees will be required to posses a driver's license valid in New Jersey only if the operation of a vehicle, rather than employee mobility, is necessary to perform essential duties of the position.
Knowledge, skills and abilities
Knowledge of Fire Prevention Code (maintenance) and Fire Safety Code (retrofit) enforcement. Knowledge of the Code development and Code change processes utilized by the model Code promulgators: such as, the International Code Council, the Building Officials and Code Administrators International and the National Fire Protection Association. Knowledge of modern fire fighting techniques, tools and chemicals and of fire prevention and fire protection methods. Knowledge of provisions of the NJ Uniform Fire Code. Knowledge of the methods used to inspect structures and premises for fire hazards and fire safety. Knowledge of the methods used to amend Uniform Fire Code and related regulations. Ability to organize assigned and self-initiated technical analysis and evaluation and related tasks, and to develop effective work methods. Ability to analyze and interpret Uniform Fire Safety Act and other fire safety related legislation and to apply Regulations. Ability to research the basis of fire and life safety protection systems and assess their applicability to existing structures and premises in the development of Uniform Fire Code provisions. Ability to interpret and explain the technical provisions of the Uniform Fire Code and related regulations to fire service personnel, State and municipal officials and the general public. Ability to prepare drafts of proposed Regulations. Ability to prepare reports and correspondence. Ability to gather, analyze and present data. Ability to establish and maintain essential records and files. Ability to learn to utilize various types of electronic or manual information systems used by the agency, office or related units. Ability to read, write, speak, understand, and communicate in English sufficiently to perform the duties of this position. American Sign language or Braille may also be considered as acceptable forms of communication. Thirty (30) semester hour credits are equal to one (1) year of relevant experience. Nine (9) years of professional experience in a fire code enforcing agency, the primary responsibility of which must have included the enforcement of a fire code that included both maintenance and retrofit requirements, including or supplemented by twenty-one (21) semester hours credits in Fire Science, Fire Engineering or other fire-related area. OR Possession of a bachelor's degree from an accredited college or university, including or supplemented by twenty-one (21) semester hours credits in Fire Science, Fire Engineering or other fire-related area; and five (5) years of the above-mentioned professional experience. "Professional experience" refers to work that is creative, analytical, evaluative, and interpretive; requires a range and depth of specialized knowledge of the profession's principles, concepts, theories, and practices; and is performed with the authority to act according to one's own judgment and make accurate and informed decisions.
CERTIFICATION
Applicant will be required to possess a valid Fire Official Certification issued by the New Jersey Division of Fire Safety, Department of Community Affairs.
