STATE CRITICAL INFRASTRUCTURE COORDINATOR

Definition

Under the direction of a deputy administrator, Office of Homeland Security and Preparedness, conducts detailed assessments of designated facilities and specialized risk and vulnerability analyses using data collected or otherwise made available through open or classified sources; performs activities related to identify and protect critical infrastructures and key assets within the area of responsibility, in accordance with defined guidelines set forth by the State of New Jersey Office of Homeland Security & Preparedness; executes other related duties as assigned by the Office of Homeland Security and Preparedness in support of its Critical Infrastructure Protection mission.

Examples of work

• Conducts facility security and/or vulnerability assessments at designated Critical Infrastructure/Key Resource sites within the assigned area of responsibility in support of the state's Risk Management Program.
• Produces relevant reports or other products related to assessments conducted at Critical Infrastructure/Key Resource sites In support of State decision makers, or in response to facility owner/operator requests.
• Maintains open 'lines of communication between county Counter-Terrorism and/or Infrastructure Coordinators, county Office of Emergency Management (OEM) Coordinators, and facility owner/operator corporate security.
• Identifies and recommends target hardening measures and security procedures at designated Critical Infrastructure/Key Resource sites in consultation with relevant county Counter-Terrorism Coordinators, municipal law enforcement agencies, and private security personnel.
• Maintains accuracy of the critical infrastructure and key resources database within assigned area of responsibility, utilizing appropriate criteria developed by the Office of Homeland Security and Preparedness.
• When directed, assists the county Counter-Terrorism Coordinator with coordination of countermeasure Implementation plans based upon current intelligence, knowledge of critical infrastructure, knowledge of special events, or a shift in the federal Homeland Security Advisory System.
• Ensures that all required assessment, vulnerability and related data is entered into appropriate databases and information-sharing systems.
• Will be required to learn to utilize various types of electronic and/or manual recording and information networking systems used in the performance of assigned duties.

Education

Graduation from an accredited college with a Bachelor's degree.

Experience

Four (4) years of experience in a law enforcement agency, government research center, private security corporation, or in the military service conducting tactical operations and performing vulnerability and risk assessment studies in concert with the development and implementation of protection plans and Identified buffer zone areas for catastrophic disasters or events.

License

Appointees will be required to possess a driver's license valid in New Jersey only if the operation of a vehicle, rather than employee mobility, is necessary to perform the essential duties of the position.

Knowledge, skills and abilities

• Knowledge of the operations, organization, and functions of law enforcement organizations.
• Knowledge of the methods used to collect and analyze data.
• Knowledge of the methods used to conduct risk assessments.
• Knowledge of the factors to be considered in the preparation of feasible and realistic force protection plans.
• Knowledge of the methods used to identify critical infrastructures and key assets.
• Ability to establish and maintain cooperative working relationships with federal, state, county and municipal law enforcement entities in New Jersey.
• Ability to assemble and analyze data related to the identification of critical infrastructure.
• Ability to comprehend, interpret, and apply regulations, procedures and related critical Infrastructure information.
• Ability to understand and facilitate the implementation of strategies, budgets, and spending plans required by Federal and State grants that pertain to the protection of critical infrastructures as directed by the Office of Homeland Security & Preparedness and the federal Department of Homeland Security.
• Ability to communicate with diverse officials and groups, and to interpret the meaning of individual Operational Plans.
• Ability to prepare correspondence and reports.
• Ability to maintain essential records, reports, maps, plans, and files.
• Ability to learn to utilize various types of electronic and/or manual recording and Information networking systems used by the agency, office or related units.
• Ability to read, write, speak, understand, or communicate in English sufficiently to perform the duties of this position. American Sign Language or Braille may also be considered as acceptable forms of communications.
