Examples of work

  • Formulates policy recommendations for the Director related to existing, new and established legislation, regulations and governmental procedures impacting on divisional administration designed to attain Division objectives.
  • Acts as fiscal and management consultant to the Director, keeping him/her informed of changes in needs assessment, resource allocation, and spending plans; represents the Division before governing bodies in all fiscal matters.
  • Plans and incorporates the work programs of the Division in the areas of Fiscal, Personnel, Operations, Planning and Systems Development, and Central Services into a system of administration designed to achieve short and long term organizational goals.
  • Reviews and coordinates qualitative and quantitative evaluations and implements recommendations in order to monitor and increase the effectiveness and efficiency of the Division.
  • Manages the work operations responsible for the development of accurate and comprehensive project management planning, control and reporting systems for all existing and proposed projects in terms of needs assessment, operational analysis and procedures review.
  • Supervises the work programs involved in all budget preparation, fiscal reports, budget interpretation, fund accounting, administrative accounting and analysis of operating financial data in order to maximize resources and insure compliance with State and Federal fiscal guidelines and rules.
  • Administratively directs the work of the Personnel Unit, including recruitment, selection and placement, classification and compensation, affirmative action, labor and employee relations, payroll, manpower planning and staff training and maintenance of
  • Personnel records, systems in order to effectively utilize personnel in the most productive manner.
  • Manages the work operations and/or functional programs and has responsibility for employee evaluations and for effectively recommending the hiring, firing, promoting, demoting and/or disciplining of employees
  • Administratively implements with Office of Telecommunications Information Systems the purchase, installation, staffing requirements, and ongoing operation of Data processing System within the Division, in order to achieve maximum utilization of data processing services and attain long range division goals of automation.
  • Administratively directs the operational analysis and review, determination of resource allocation and prioritizing goals based on the criteria of insuring legal effective operational procedures. Implements administrative action in areas of establishing or changing programs based on the reports received from this Bureau.
  • Plans, organizes and administers the work programs organized to provide the division with general support services including shipping and receiving, mail, printing, vehicles, forms control, lease compliance and space allocations, and related office service functions.
  • May be required to learn to utilize various types of electronic and/or manual recording and information systems used by the agency, office or related units.

  • EDUCATION</b>
  • Graduation from an accredited college with a Bachelor's degree.

Experience

Six years of experience in administrative work involving personnel, fiscal and administrative activities in al large public or private agency; three years of which shall have been in a supervisory capacity.

Applicants who do not possess the required education may substitute indicated experience on a year for year basis.

A Master's degree in management, public, personnel or business administration, data processing, computer programming, accounting, statistics, or other demonstrably relevant field may be substituted for one year of the indicated experience in a non-supervisory capacity.

License

Appointee will be required to possess a driver's license valid in New Jersey only if the rather than employee mobility, is necessary to perform the essential duties of the position.
