Examples of work

  • Analyzes and evaluates proposed federal and state legislation and makes appropriate recommendations to the Commissioner.
  • Assists the Commissioner in formulating the standards, policies, and procedures for assigned divisions.
  • Reviews the transfer of funds, waivers, trust fund transactions, and related budget documents and makes recommendations to the Commissioner.
  • Reviews and advices the Commissioner regarding personnel actions involving appointments, salary adjustments, and changes in job duties for assigned divisions.
  • Responsible for redesigning and implementing comprehensive planning and budgeting structures for the divisions assigned.
  • Develops suitable work programs and effective managerial and fiscal procedures.
  • Prepares systematic plans for the improvement and expansion of existing services, and the development of new services, and to ensure that duplicative efforts are avoided.
  • Acts as the Commissioner's designate on selected Commissions and Authorities.
  • In coordination with the legislative liaison of the department, evaluates the impact of federal and state legislation relating to department programs and prepares opinions related thereto for the Commissioner's action.
  • May be required to learn to utilize various types of electronic and/or manual recording and information systems used by the agency, office of related units.

Requirements

The Senior Assistant Commissioner shall be a person qualified by training and experience to perform the duties of the office.

The Senior Assistant Commissioner shall serve at the pleasure of the Commissioner.

License

Appointees will be required to possess a driver's license valid in New Jersey only if the operation of a vehicle, rather than employee mobility is necessary to perform the essential duties of the position.

Knowledge, skills and abilities

  • Knowledge of the practices, policies, and procedures utilized and applied in the direction, conduct, control, and guidance of a large organization in the public or private sector.
  • Knowledge of the laws, acts, and statutes of the state that pertain to the operations and programs of the department.
  • Knowledge of the federal legislation, regulations, and programs related to the department.
  • Knowledge of the fiscal and budgetary principles and practices of government and/or industry.
  • Ability to direct, administer, and formulate policy for the department.
  • Ability to assist in organizing the department in an efficient and effective manner.
  • Ability to implement rules and regulations for the efficient operation of the department.
  • Ability to analyze and direct the implementation of legislative action into the department's activities.
  • Ability to guide the department's fiscal and budgetary programs.
  • Ability to integrate and coordinate department services among the various divisions and program areas.
  • Ability to deal effectively and to represent the department in interaction with other public agencies.
  • Ability to conduct staff conferences in planning, analyzing, and recommending department goals.
  • Ability to address public groups.
  • Ability to enforce and/or provide for the enforcement of the acts, statutes. laws, rules, or regulations under the jurisdiction of the department.
  • Ability to administer and direct the preparation of extensive correspondence and reports of a varied technical nature.
  • Ability to learn to utilize various types of electronic and/or manual recording and information systems used by the agency office or related units.
  • Ability to read, write, speak, understand, or communicate in English sufficiently to perform the duties of this position. American Sign Language or Braille may also be considered as acceptable forms of communication.
