Definition

Under direction of a juvenile services manager, is responsible for overall administration of regional service programs and projects for juvenile offenders prior, during, and after commitment by the courts; for fiscal and residential unit management within the communities; and for staff of individual program components; does other related duties as required. Examples of work

Organizes initiated and assigned supervisory and other work and develops appropriate work methods within the framework of established procedures, regulations, and standards. Plans, develops, and implements treatment programs for juvenile offenders who are under purview of community treatment facilities and as such supervises those programs during the period of development. Prepares component unit analysis fiscal budgetary requests for various projects under the scope of the jurisdiction for each fiscal year presentment. Formulates and executes plans for effective utilization of available funds, personnel, equipment, materials, and supplies in various programs and projects Acts as liaison with the private employment sector of New Jersey in development, implementation, and management of programs for juveniles entering the aftercare component of juvenile services. Serves as member of the Juvenile Classification Committee for purposes of classifying juvenile offenders, determining time goals, reviewing individual cases, and establishing parole release date recommendations. Supervises programs of care, rehabilitation, housing, therapy, recreation, education, work, and/or care of probationers, inmates, or parolees within the regional area of supervision. Supervises work operations and/or functional programs and has responsibility for effectively recommending the hiring, firing, promoting, demoting, and/or disciplining of employees. Visits various unit programs and projects to conduct onsite audits of program/project daily operations to ensure compliance with goals and objectives of juvenile services. Maintains liaison with federal and state agencies which are able to provide funding assistance to commence and maintain projects for juvenile offenders and exoffenders. Maintains liaison with regional community colleges and state colleges to implement, expand, and upgrade education programs for juveniles under jurisdiction of juvenile services. Directs the drafting and submission of new and innovative programs for juvenile offenders involving the probation and parole aspect of progression from committed status to that of private citizen. Recommends hiring, firing, promoting, and demoting for administrative/managerial personnel of the region's units, programs, and projects as per guidelines and standards of the Department of Personnel. Conducts staff meetings of regional supervisors in areas of jurisdiction. Acts as liaison with correctional institutions, courts, and probation/parole authorities within the region as determined by needs of the juvenile mandated to the custody of juvenile services. Prepares clear, technically sound, accurate, and informative statistical, progress, and other reports containing findings, conclusions, and recommendations. Coordinates use of residential units, day programs, and projects to ensure compliance with standards for juvenile services and to maintain effective utilization of staff, facilities, budgets, supplies, and equipment. Coordinates technical aspects of implementing programs for juveniles which require involvement of components of state government and the private sector. Coordinates activities of programs and projects of the regional juvenile services units with services available through county agencies vis-a-vis probation, courts, parole, social services, employment, and so forth. Coordinates the intake process for juvenile offenders within the region to ensure that the youths receive therapy programs which meet their individual and distinct needs vis-a-vis vocational training, academic instruction, employment, housing, and so forth during their time of commitment and flowing into an aftercare program designed to meet their needs at time of parole. Coordinates federal and state funded projects to ensure compliance with rules and regulations pertaining to utilization of funds thus ensuring nonsupplanting of positions and/or programs. Supervises projects within the region governed by his/her authority. Supervises the Alcohol Treatment Program for Juveniles to ensure compliance with goals and objectives of the program and of federal assistance agencies engaged in providing technical and financial assistance to the program. Supervises a volunteer program within the region which provides for personnel from the communities on a voluntary basis to teach, counsel, and befriend juvenile offenders within the region. Complete ancillary work assignments. Will be required to learn to utilize various types of electronic and/or manual recording and information systems used by the agency, office or related units. R EQUIREMENTS:

Education

Graduation from an accredited college or university with a Bachelor's degree in Education, Social Work, Guidance, Psychology, Corrections, or other related field.

Experience

Four (4) years of experience involving the direct supervision, management, care, and custody of youthful offenders, three (3) years of which shall have involved staff supervisory responsibility.

License

Appointees will be required to possess a driver's license valid in New Jersey only if the operation of a vehicle, rather than employee mobility, is necessary to perform essential duties of the position.

Knowledge, skills and abilities

Knowledge of problems involved in administration of regional programs of care and training for juvenile offenders who are deprived of their liberties. Knowledge of current sociology, psychology, and educational theories, practices, and problems pertaining to the care and training of juvenile offenders. Knowledge of procedures of a network of juvenile residential community facilities for offenders and their interaction with goals and objectives of juvenile services. Knowledge of the private employment sector which provides the means of effective employment and employment training for juveniles who are released from custody of correctional authorities. Knowledge and application of fiscal planning for programs and projects including preparation of budget requests for the fiscal year, administration of allocated budgets, management of fiscal accounts, and audit of such accounts in individual unit component structures. Knowledge of current trends, policies, and practices of correctional philosophy in providing treatment services to youthful offenders. Knowledge of probation, parole, and court system existing within various New Jersey counties and the ability to apply such knowledge in effectively maintaining liaison with those agencies. Knowledge of available institutional facilities, juvenile offender aftercare service programs, probation service projects for youths, and parole services within the region of jurisdiction. Ability to maintain statistical, divisional, and other records. Ability to prepare correspondence in the course of official duties. Ability to prepare records and reports containing findings, conclusions, and recommendations. Ability to analyze and interpret rules and regulations relating to the operation of federal and state fiscal assistance grants. Ability to assign, direct, and supervise the work of subordinates. Ability to effectively communicate in writing and verbally the treatment modalities, philosophies, and goals/objectives of juvenile services. Ability to supervise the maintenance of records and files. Ability to utilize various types of electronic and/or manual recording and information systems used by the agency, office, or related units. Ability to read, write, speak, understand, and communicate in English sufficiently to perform duties of this position.
