Definition

Under the general supervision of a supervisory official in a state or local department, institution or agency, coordinates department or agency data processing, word processing, and data communications activities to ensure efficient and effective installation and use, directs all data processing projects and assigned staff; leads the need analysis, operations analysis, and systems analysis activities for the operation, implementation, and enhancement of all agency data processing, word processing, and data communications facilities, and resources; does other related duties.

Examples of work

Supervises the installation, operation, maintenance, and assignment of all department or agency data processing facilities and resources; plans and/or supervises the planning for expansion of all data processing services. Establishes and implements policies for efficient and cost- effective management information systems. Coordinates all department or agency data processing plans with the State-level Office of Telecommunications and Information Systems or other appropriate authority ensuring that all data processing systems are fully compatible and consistent with strategic guidelines for information processing, including architecture and networking capabilities. Plans, organizes, and directs studies of existing and planned data processing applications to determine the capacity, utilization, potential uses, and need for existing and/or proposed equipment. Plans for the purchase of the hardware and software necessary to satisfy department or agency data processing requirements, including processors, data communications equipment, data base management systems, and various applications technology. Develops and supervises the development of data processing/data communications plans, including a specific specification development process, requests for proposal development, responses to bidders inquiries and proposal evaluations, and the recommendation of appropriate courses of action. Provides both short and long range budgetary forecasts on department or agency data processing approaches and on an annual basis analyzes data processing/word processing and data communications requirements, and provides recommendations for fiscal year planning and budget submissions. Supervises feasibility studies; reviews detailed analysis of functions to determine the advisability of adopting a data processing approach; selects courses of action for applications from recommendations and cost estimates. Evaluates requests and recommends appropriate action on those requests for computer hardware, software, systems, personnel services, support services, and other items of a data processing nature. Supervises the preparation of schedules and outlines the essential steps to be taken in the installation and/or conversion to data processing systems. As may be required, supervises the project work assignments and work operations of assigned staff and has responsibility for effectively recommending appropriate personnel and project action. Prepares and supervises the preparation of charts, programs, and instructions as needed to illustrate, explain, and implement data processing procedures and programs; studies procedural difficulties and operating problems and recommends measures to be taken in their solution. Supervises the development of standards and procedures for usage of all department or agency data processing/word processing systems. Supervises department or agency systems analysis, design, and related matters and acts as advisor to management in matters involving data processing equipment and staff. Acts as an internal consultant and advisor to the department or agency in matters involving data processing and word processing equipment, staff, approaches to using computer technology, budgets, and expenditures. Initiates and coordinates all department or agency plans for data processing, word processing, and data communications services. Orients and outlines training requirements to staff and/or training consultants for the department or agency regarding management information systems. Prepares and supervises the preparation of reports of data processing matters containing findings, conclusions, and recommendations. Finalizes and presents project plans for administrative decisions. Manages the work operations and/or functional programs and has responsibility for employee evaluations and for effectively recommending the hiring, firing, promoting, demoting, and/or disciplining of employees. Maintains, develops, and assigns projects to various unit members. Directs staff on on-going projects and assignments. Supervises the investigation and solution of real or potential problem areas. Participates in conferences. Supervises the establishment and maintenance of essential records, reports and files. Will be required to learn to utilize various types of electronic and/or manual recording and information systems used by the agency, office, or related units.

License

Appointees will be required to possess a driver's license valid in New Jersey only if the operation of a vehicle, rather than employee mobility, is necessary to perform the essential duties of the position.

Knowledge, skills and abilities

Knowledge of data processing, management theory, principals, and techniques, including organizational structure, staffing requirements, and administrative controls. Knowledge of electronic data processing and data communications equipment, and their selection and applicability to the specific applications. Knowledge of the broad spectrum of data processing technologies including mainframe, mini, and microcomputer hardware, operating systems, and software. Knowledge of broad spectrum of data communications technologies including mainframe teleprocessing and distributed processing system concepts, office automation networking, large scale local area networking, microcomputer local, area networking, and private branch exchange networks for integrated voice and data communications. Knowledge of word processing hardware and software and methods for utilizing this tool in the most efficient and cost effective manner, including other forms of office automation. Knowledge of microcomputer systems, peripheral devices and supportive operational equipment, and their potential limitations in specific application areas. Knowledge of techniques used to conduct surveys, feasibility studies, operational analyses, and systems studies regarding development plans, budgeting, operations implementation and other specialized planning and research methods. Knowledge of the various project scheduling techniques including but not limited to Critical Path Management (CPM), PERT, and GANTT. Knowledge of the factors to be considered in gauging the effect of change or additions to data processing environment. Ability to interpret and apply information on policies, procedures, regulations, and functions of the department or agency. Ability to interpret and apply information on the state budget process and procurement procedures, purchasing statutes and the components of hardware and software specificity to ensure appropriate approvals for agency data processing purchases. Ability to plan, comprehend, analyze and implement data processing methods in the engineering, statistical, administrative, and financial areas of the department or agency. Ability to develop, organize, and manage significant technical data processing projects. Ability to prepare schedules for the installation of data processing methods and to assign personnel that ensure that these schedules are met. Ability to prepare charts, programs, and instructions, and to illustrate, explain, and implement data processing procedures and programs. Ability to develop and coordinate training programs. Ability to give appropriate assignments and instructions to analysts and development staff and clerical employees and supervise the performance of their work. Ability to direct other consultants and technical specialists in performing assigned project tasks. Ability to act as consultant and advisor on data processing matters to various Divisions, Offices, and Bureaus within the department or agency. Ability to oversee applications areas, intra-agency relations, and solutions of users' problems. Ability to analyze existing data processing problems and recommend solutions. Ability to communicate effectively with technical staff and agency heads. Ability to prepare correspondence. Ability to prepare and supervise the preparation of reports, and plans containing findings, conclusions, and recommendations. Ability to supervise the maintenance of the essential records reports, and files. Ability to learn to utilize various types of electronic and/or manual recording and information systems used by the agency, office, or related units. Ability to read, write, speak, understand, or communicate in English sufficiently to perform the duties of this position. American Sign Language or Braille may also be considered as acceptable forms of communication. Thirty (30) semester hour credits are equal to one (1) year of relevant experience. Nine (9) years of professional experience in the analysis and development of management information systems, two (2) years of which shall have been in a supervisory capacity with responsibility for the coordination and/or planning, and/or implementation of data processing systems. OR Possession of a bachelor's degree from an accredited college or university; and five (5) years of the above-mentioned professional experience, two (2) years of which shall have been in a supervisory capacity with responsibility for the coordination and/or planning, and/or implementation of data processing systems. OR Possession of a Master's degree from an accredited college or university in business, finance, accounting, public administration, or data processing; and four (4) years of the above-mentioned professional experience, two (2) years of which shall have been in a supervisory capacity with responsibility for the coordination and/or planning, and/or implementation of data processing systems. "Professional experience" refers to work that is creative, analytical, evaluative, and interpretive; requires a range and depth of specialized knowledge of the profession's principles, concepts, theories, and practices; and is performed with the authority to act according to one's own judgment and make accurate and informed decisions.
