Definition
Under general direction in the Department of Community Affairs, directs and supervises major program activities associated with enforcement of the Uniform Construction Code Act and Regulation or the New Home Warranty Disclosure Act and Regulations; does other related duties as required.
Examples of work
May supervise activities of staff in the execution of technical research/analysis, training, and inspection activities. May establish and supervise operational procedures designed to ensure that interpretations of codes are prepared and distributed in a timely/effective manner. Renders interpretations on complex matters. May supervise preparation/dissemination of research reports intended to provide guidance to local enforcing agencies regarding acceptance and inspection of innovative construction materials/methods. May supervise staff engaged in providing technical assistance on the code and its requirements to building product manufacturers, material suppliers, local officials and state agencies with an interest in construction standards. May direct staff engaged in providing technical/secretarial support to the Advisory Committee. May review findings of local/joint/county Construction Boards of Appeal. May supervise the provision of technical support, information, and assistance to local code enforcement officials, owners or their agents, builders, architects, engineers, state agencies, and other members of the public. May direct preparation and implementation of policy/procedures to govern code enforcement. May direct work programs related to the use of private inspection agencies to enforce subcodes. May establish procedures/precautions for critical field inspection of complex/large asbestos removal jobs. May develop and/or supervise development/implementation of procedures for a comprehensive review of proposed plans for asbestos removal work. May develop and/or supervise issuance of notices to remove asbestos, stop work orders, certificates of occupancy, certificates of approval, and notices of violations. May develop and/or supervise conduct of field evaluations of buildings/structures undergoing asbestos removal. May serve as liaison with other state departments involved with Asbestos Hazard Abatement activities and coordinate activities with the federal government to ensure implementation of standards/regulations. May direct development/implementation of the Elevator Safety Subcode. May coordinate enforcement of subcodes with county/municipal officials and enforcement personnel, and ensure that local programs satisfy established standards under the Uniform Construction Code. May conduct hearings concerning established and proposed regulations/subcodes/standards. Plans, develops, and directs implementation of processes/procedures for program participation. May direct development/implementation of methods/procedures for collection of premiums/fees and for fiscal accounting/bookkeeping procedures related thereto. May direct preparation of studies/evaluations/analyses of dispute settlement procedures in the settlement of claims. May prepare revisions/additions to quality standards and make recommendations for amendments to regulations. May direct development/implementation of procedures for obtaining bids. Acts as a witness for the state in informal hearings and/or court proceedings. Supervises work operations and/or functional programs and has responsibility for employee evaluations and for effectively recommending the hiring, firing, promoting, demoting, and/or disciplining of employees. Supervises preparation of or prepares correspondence in the course of official duties. Supervises preparation of clear, accurate, and informative statistical, financial, and other reports containing findings, conclusions, and recommendations. Supervises maintenance of records and files. Will be required to learn to utilize various types of electronic and/or manual recording and information systems used by the agency, office, or related units.
License
Appointees must possess a valid High-Rise and Hazardous Specialist (HHS) Code Enforcement License in building, plumbing, electrical or fire protection issued by the New Jersey Department of Community Affairs. Appointees must possess a valid Subcode Official License issued by the NJ Department of Community Affairs. Appointees must possess a valid license as a Construction Official issued by the NJ Department of Community Affairs.
Knowledge, skills and abilities
Knowledge of procedures used in the construction inspection of buildings from the standpoint of architectural, construction, plumbing, electrical, and other safety requirements. Knowledge of local enforcement agency administration including records, reports, and regulations. Knowledge of the process for obtaining search warrants. Knowledge equal to that of a High-Rise/Hazardous Inspector in one of the following areas: building, electrical, fire protection, plumbing. Knowledge of record keeping requirements under Construction Code Regulations including permit and certificate of occupancy records and violation of files/records. Knowledge of powers/procedures available to deal with hazardous conditions and emergency situations including emergency work orders and bid and quotations process. Knowledge of procedures for processing cases involving condemnations and other violations of the subcode from initiation through final completion. Knowledge of state/local housing maintenance provisions and their relation to construction codes. Knowledge of federal regulations covering construction including safety glass, OSHA, and asbestos. Knowledge of management techniques, planning practices/procedure, program analysis, organization principles, and administrative practices. Knowledge of management procedures regarding organization/assignment of a large complex field staff. Knowledge of provisions of all subcodes adopted pursuant to the Uniform Construction Code Act and Regulations. Knowledge of methods of calculating time/work necessary to conduct inspections. Knowledge of available testing agencies and procedures used to verify that materials used in construction meet performance standards specified in the appropriate adopted subcodes. Knowledge of which records are public records and open to inspection by the public. Knowledge of methods/procedures necessary to determine whether variation requests meet code performance standards. Knowledge of methods for construction calculations including those to determine volume, height, and parameter. Ability to organize work, analyze problems, and develop sound work methods. Ability to supervise staff of a construction code enforcement section. Ability to interpret/apply inspection of building construction as provided in the law. Ability to interpret/apply inspection rules/regulations. Ability to maintain cooperative relationships with others. Ability to prepare and/or supervise preparation of reports on inspection matters. Ability to establish cooperative working relationships with local police, fire and inspection forces, owners, contractors, architects, engineers, and others with an interest in construction code enforcement. Ability to identify situations which require a search warrant. Ability to establish review/approval procedures for permit applications to ensure compliance with the construction code and applicable laws/ordinances. Ability to comprehend, analyze, and interpret laws, regulations, policies, standards, and procedures and apply them to specific situations in accord with established procedures. Ability to supervise preparation of or prepare correspondence in the course of official duties. Ability to supervise maintenance of records, reports, and files. Ability to prepare clear, technically sound, accurate, and comprehensive reports containing findings, conclusions, and recommendation. Ability to utilize various types of electronic and/or manual recording and information systems used by the agency, office, or related units. Ability to read, write, speak, understand, and communicate in English sufficiently to perform duties of this position. Thirty (30) semester hour credits are equal to one (1) year of relevant experience. Seven (7) years of professional experience in architecture, engineering, code enforcement project review, or construction project management with responsibility for the technical/skilled work of construction projects subject to the Uniform Construction Code, three (3) years of which shall be in a supervisory capacity. OR Possession of a bachelor's degree from an accredited college or university; and three (3) years of the above-mentioned professional supervisory experience. "Professional experience" refers to work that is creative, analytical, evaluative, and interpretive; requires a range and depth of specialized knowledge of the profession's principles, concepts, theories, and practices; and is performed with the authority to act according to one's own judgement and make accurate and informed decisions. Appointees must continue to complete the continuing education requirements to maintain their HHS, Subcode Official, and Construction Official licenses. Appointees will be required to possess a driver's license valid in New Jersey only if the operation of a vehicle, rather than employee mobility, is necessary to perform the essential duties of the position.
