Definition
Under direction of the Director of Educational Services or other supervisor, Commission for the Blind and Visually Impaired, Department of Human Services, has charge of the activities of the summer camp conducted for blind children; does related work as required.
Examples of work
Provides for the general welfare of groups of over sixty (60) blind children, nearly 50 percent of whom have multiple disabilities for periods of one (1) or two (2) weeks during the summer camping season. Recruits camp staff. Supervises the assignment, instruction, and direction of counselors and other camp personnel in meeting the needs of blind students to insure their proper diet, cleanliness, safety, and well being at all times. Plans, organizes, and assigns the work of the organizational unit and evaluates employee performance and conduct, enabling the effective recommendation of the hiring, firing, promoting, and disciplining of subordinates. Supervises the planning and implementation of a well balanced indoor and outdoor program of camp recreation and leisure time activities including: crafts, swimming, boating, games, nature study and music, and more specialized activities such as hiking, camp-outs, indoor games, bowling, basketball, roller skating, fishing, cabin competitions, talent projects, and work projects. Schedules professional staff and a variety of special educational and training programs to evaluate and/or improve or maintain learning skills. At the end of the camping period makes recommendations to teachers for follow-up activities during the ensuing school year. Maintains an adequate food service program to assure that food is properly selected, prepared, and served to campers and camp staff, and that all other necessary provisions required to operate a camp properly are obtained. Acts as public relations officer for the camp by conducting varied types of activities designed to stimulate interest in the camp among potentially interested individuals and groups. Introduces and supervises the use of techniques designed to assure successful group living among camp staff and students. Periodically visits the camp during the off season to see that everything is in order, that no vandalism occurs, and that the camp is properly protected from the hazards of nature. Participates in official gatherings convened for the purpose of discussing program planning and other camp activities. Determines the clothing requirements for campers and staff and sees that adequate bedding is provided. Makes the contacts and investigations required to insure the recruitment of a competent camp staff. Develops and supervises an effective safety program designed to eliminate accident hazards to campers and camp employees. Prepares a camp closing schedule for the camp staff at the end of the summer season. Works with the Commission Education staff, Lions Clubs, and Camp for Blind Children, Inc. to maintain and improve the camp. Drafts correspondence as required in the course of official duties. Prepares the annual report of the camp and other statistical and financial reports containing findings, conclusions, and recommendations. Maintains essential records and files and approves all bills for payments. May be required to learn to utilize various types of electronic and/or manual recording and information systems used by the agency, office, or related units.
License
Appointees will be required to possess a driver's license valid in New Jersey only if the operation of a vehicle, rather than employee mobility, is necessary to perform the essential duties of the position.
Knowledge, skills and abilities
Knowledge of and familiarity with group and individual play and recreation methods and programs. Knowledge of and familiarity with the principles and practices of modern psychology and modern theories of child behavior and their application. Knowledge of and familiarity with the various activities which will enable blind and disabled children to enter into regular activities with other children. Ability to apply principals, practices, and methods for dealing with the physical, psychological, and other problems of disabled children. Ability to organize assigned camp management work, analyze the problems which arise in directing a camp program designed for blind and disabled children, and develop appropriate work programs and procedures. Ability to plan and conduct the operations of a summer camp serving from approximately 275 who range in age from six to sixteen and occasionally for preschool children with severe multiple disabilities. Ability to supervise the outfitting of the camp including the cabins, the determination of the clothing needed for camp, the selection, storage, preparation, and service of food, housekeeping activities, selection and hiring of camp staff, and the carrying out of predetermined recreational and other camp programs. Ability to work harmoniously with Commission staff and camp employees and coordinate staff functions and efforts into an effective camp recreational and rehabilitation program for blind and disabled children. Ability to develop and direct appropriate safety measures to safeguard disabled children in camp and outside areas of activity. Ability to develop the interest and cooperation of individuals and groups in the camp. Ability to prevent vandalism or other harm to camp areas and buildings and to make physical inspections during off seasons. Ability to draft correspondence in the course of official duties. Ability to prepare clear, sound, accurate, and informative statistical, financial, and other reports of the camp containing findings, conclusions, and recommendations. Ability to supervise the maintenance of essential records and files. Ability to learn to utilize various types of electronic and/or manual recording and information systems used by the agency, office, or related units. Ability to read, write, speak, understand, or communicate in English sufficiently to perform the duties of this position. American Sign Language or Braille may also be considered as acceptable forms of communication. Applicants must meet one of the following or a combination of both experience and education. Thirty (30) semester hour credits are equal to one (1) year of relevant experience. Seven (7) years of professional experience in directing a program of recreational and social activities, one (1) year of which shall have involved experience with the blind or seriously visually impaired. OR Possession of a bachelor's degree from an accredited college or university; and three (3) years of the above-mentioned professional experience, one (1) year of which shall have involved experience with the blind or seriously visually impaired. "Professional experience" refers to work that is creative, analytical, evaluative, and interpretive; requires a range and depth of specialized knowledge of the profession's principles, concepts, theories, and practices; and is performed with the authority to act according to one's own judgment and make accurate and informed decisions.
