Definition
Under direction of a supervisory official in the State Parole Board, conducts initial parole release and revocation or probable cause hearings, and makes decisions on the release of persons held in custody or the revocation of parole privileges; does other related duties as required.
Examples of work
Conducts initial parole release hearings on inmates housed in correctional facilities to determine whether they should be released on parole. Conducts revocation hearings on parolees to determine if there is evidence that the parolee has seriously and persistently violated conditions of parole, and whether parole should be revoked. Conducts probable cause hearings to determine whether there is cause to believe a parolee has violated a condition of parole, and determine whether the parolee should be detained for a revocation hearing. May function as a lead worker and provide guidance and instruction to entry level Hearing Officers. Organizes assigned caseloads. Reviews reports to determine whether there is a basis for denial of parole in the pre-parole reports. Provides recommendations to the State Parole Board regarding revocation or continuation of parole. Notifies the State Parole Board if there is a basis for a parole revocation hearing, and notifies the person in custody or parolee verbally and in writing of the determination. Develops the restrictions and conditions required for the release of a parolee into society, which include obeying the law, living in an approved residence, reporting to a parole officer as directed, and other appropriate restrictions depending on the circumstances of a given case. Maintains complete records on all matters of parole violations, parole revocation, and probable cause hearings. Issues subpoenas to obtain needed information for all hearings. Advises and cooperates with the State Parole Board on all matters of parole violation, probable cause, and parole revocation. Will be required to learn to utilize various types of electronic and/or manual recording and information systems used by the agency, office, or related units.
Education
Graduation from an accredited college or university with a Bachelor's degree.
Experience
Five (5) years of experience in a professional position directly related to parole.
License
Appointee will be required to possess a driver's license valid in New Jersey only if the operation of a vehicle, rather than employee mobility, is necessary to perform essential duties of the position.
Knowledge, skills and abilities
Knowledge of the due process provisions of appropriate cases. Knowledge of techniques used to conduct hearings and take testimony. Knowledge of the methods used to gather and analyze information. Ability to advise the State Parole Board on decisions concerning revocation and probable cause policy, rules, and regulations. Ability to interpret and apply relevant New Jersey statutes, Superior Court Appellate Division decisions, opinions/rulings of the Attorney General, and rules/regulations of the State Parole Board as applied to parole policies and procedures. Ability to understand and evaluate information on parole revocation and probable cause actions and make appropriate determinations on the course of action. Ability to prepare extensive, technical correspondence and Notices of Decision in the course of official duties. Ability to prepare clear, technically sound, and accurate reports of hearings and related matters containing findings and conclusions. Ability to advise the Office of the Attorney General on parole probable cause and revocation appeals and issues. Ability to utilize various types of electronic and/or manual recording and information systems used by the agency, office, or related units. Ability to read, write, speak, understand, and communicate in English sufficiently to perform duties of this position. American Sign Language or Braille may also be considered as acceptable forms of communication.
