Definition
Under the close supervision of an Employment Supervisor or Manager, in the Department of Labor, delivers employment-directed services such as assessments, and employability plan to jobseekers in a One-Stop Career Centers; documents work in the One-Stop case management system; does other related duties as required.
Examples of work
Delivers, one-on-one, job search assistance that includes providing customers with a comprehensive assessment, employability plan, and referral to appropriate services. Presents standardized jobseeker information to groups (Reemployment Orientation, Reemployment and Eligibility Assessment, Jersey Job Club, General Assistance GA-28 Day Reporting Protocol, and/or other workshops). Follows up with case managed customers on a regular basis to ensure progress is being made towards the employment goal. Matches jobseekers to job openings/recruitment events based on the interests, education, skills, and abilities of jobseekers using professional expertise acquired on-the-job, knowledge of local labor market conditions and assisted by technology tools. Documents customer services in One-Stop Case Management System. Keeps current with professional knowledge involving systems and strategies for assisting jobseekers with their employment goals. Reviews customer resumes, cover letters, interviewing style, dress, body language, job opening selections and recommends improvements. Will be required to learn to utilize various types of electronic and/or manual recording and information systems used by the agency, office or related units.
License
Appointees will be required to possess a driver's license valid in New Jersey only if the operation of a vehicle, rather than employee mobility, is necessary to perform the essential duties of the position.
Knowledge, skills and abilities
Knowledge of the techniques of interviewing persons of varied educational levels, ethnic backgrounds, English comprehension, and occupational experience. Knowledge of the procedures and problems likely to arise in occupationally classifying, selecting, and referring applicants for employment. Knowledge of industry and occupation codes, and other reference material. Knowledge of procedures, materials, and methods used in personnel interviewing, selection, and referral. Knowledge of, the basic laws, regulations, policies, standards, and procedures affecting the Employment Service program. Ability to acquire the knowledge of current labor, industrial, business, economic, and social conditions within the state. Knowledge of New Jersey Unemployment Compensation law, the appropriate titles of the Federal Social Security Act, and Comprehensive Employment and Training Act. Ability to acquire the knowledge of the objectives, programs, policies, standards and methods of the Division of Employment Services as they apply to the local offices. Knowledge of the principles involved in aptitude and achievement testing. Knowledge of the techniques used in obtaining up-to-date information concerning current and prospective employment needs of employers. Knowledge of office machines and equipment. Knowledge of business office routines and their practical application. Ability to compile, interpret, and apply occupational information and use accepted occupational tools. Ability to comprehend, interpret, and apply basic law and regulations in accordance with established procedures. Ability to establish and maintain cooperative working relationships with employers, applicants, and associates. Ability to interview, classify, test, select, and refer applicants for varied types of employment. Ability to recognize and record varied, up-to-date occupational information. Ability to work effectively with applicants, employers, and associates and with those persons interested in, or concerned with, the employment services of the local office. Ability to work cooperatively with representatives of other agencies having interest in occupational placement, guidance, and counseling. Ability to provide guidance to clerical and other employees. Ability to prepare correspondence as required in connection with the program. Ability to prepare clear, technically sound, accurate, and informative reports containing findings, conclusions, and recommendations. Ability to maintain records and files. Ability to utilize various types of electronic and/or manual recording and information systems used by the agency, office, or related units.
