  • The Deputy Director is responsible for the following administrative and management functions with the New Jersey Division on Civil Rights:
  • Responsible to the Director for the direction of all field operations (northern and southern regions) of the Division.
  • Implements, directs, and reviews Division programs in the area of enforcement, compliance, community services and public information.
  • Directs enforcement policies, programs and procedures for the maximum efficient coordination of all human rights operations, public and private, over which the Division has jurisdiction or responsibility.
  • Based on knowledge, pertinent legislation and rules, suggests disposition of motions, discovery matters, disposition of cases and all other administrative questions arising in the course of processing complaints.
  • Reviews all recommended findings of probable cause with an eye towards legal and evidentiary sufficiency.
  • Supervises personnel matters including the hearing of second step towards legal and evidentiary sufficiency.

  • Supervises the work operations and/or functional programs and has responsibility for effectively recommending the hiring, firing, promoting, and/or disciplining of employees.
  • Generates strong lines of communication from the line operation to the Director for the maintenance of a good balance between policy generation, implementation and the evaluation of field operations.
  • Recommends to the Director policy program needs and budget needs
  • Recommends and formulates new legislation and administrative regulations both substantive and procedural.
  • Supervises Division expenditures with a realistic- view towards cost consciousness and fiscal responsibility.
  • Performs with a high degree of initiative and independent judgment limited by the prime responsibility and decisions of the Director.
  • Supervises the Division's draft affirmative action plan.
  • Performance shall he reviewed by the Director for the achievement of goals' through conferences, reports and evaluation of overall effectiveness.

Experience

Eight years of professional experience in social work counseling, education, labor relations work, including three years of experience directly involved in human relations work, such as investigating discriminatory practices, representing minority groups and/or social action work.

Knowledge, skills and abilities

  • Extensive knowledge of the methods and techniques of promoting equal opportunities,
  • Thorough knowledge of the functions, objectives, policies and procedures of the New Jersey Division on Civil Rights.
  • Thorough knowledge of Federal, State, and local legislation pertaining to civil rights.
  • Thorough knowledge of civil rights practices as applied to industry, employment Agencies, unions, real estate and public accommodations.
  • Thorough knowledge of social dynamics and problems related to discrimination in employment, housing, and public accommodations.
  • Thorough knowledge of all rules and procedures pertaining to personnel matters including the labor contracts governing the employment of Division persona
  • Good knowledge of the principles and methods of statistical reporting social research and analysis.
  • Ability to motivate and gain the cooperation of groups in employment, housing, public accommodations, and community affairs.
  • Ability to present ideas concisely, clearly, orally and in writing.
  • Ability to supervise a professional staff in gaining the objectives of a civil rights programs, utilizing sound management techniques.
  • Ability to exercise a high degree of tact and diplomacy.
  • Ability to read, write, speak, understand, or communicate in English sufficiently to perform the duties of the position. Communication may include such forms as American Sign Language or braille.
