Definition

Under direction of a supervisory official in a state department, institution, or agency, not requiring a state certified Librarian, does the work involved in ordering, purchasing, cataloguing, classifying, preparing, shelving, and binding books and related library materials and in providing professional library services to department staff; does related work as required.

Examples of work

Does the work involved in ordering, checking, purchasing, classifying, cataloguing, preparing, binding, and shelving books and other library materials in an institution, technical, or other library. Selects source materials and books and prepares recommendations for the acquisition of equipment and supplies needed for the maintenance of the collection. Confers with unit supervisors regarding the establishment of proper standards and recommendations for the organization of the technical aspects of the library. Devises manuals, bibliographies, lists, and charts for the use by staff throughout the state, and for use by instructors. Maintains a vertical file of teaching materials. Participates in the training of employees and instructs them in the use of library materials and research methods as required. Supervises the administration of the total budget allocation of the library and makes quarterly and monthly reports of expenditures and balances for allotments. Works up appropriate lecture materials for use by staff on specialized subjects. Drafts correspondence in connection with the library. Prepares technical, financial, statistical, and other reports containing findings, conclusions, and recommendations. Establishes and maintains essential library records and files. Will be required to learn to utilize various types of electronic and/or manual recording and computerized information system used by the agency, office, or related units.

License

Appointees will be required to possess a driver's license valid in New Jersey only if the operation of a vehicle, rather than employee mobility, is necessary to perform essential duties of the position.

Knowledge, skills and abilities

Knowledge of modern library science and its application. Knowledge of modern library methods, technical equipment, and standards, particularly those involving technical services including selecting, ordering, purchasing, classifying, cataloguing, and binding books and other library materials. Knowledge of modern library budgeting systems. Knowledge of the form, content, and use of bibliographies and book lists, of reader interest levels, and of the techniques and procedures applicable to a State Department Library. Ability to organize technical and other library work programs and procedures. Ability to instruct staff members and trainees in the use of the library and its resources and in basic research methods. Ability to give appropriate assignments and instructions to library clerical employees and supervise the performance of their work. Ability to comprehend the specific problems and functions of a state department library and to select appropriate books, periodicals, manuals, pamphlets, and other materials for the use of the department or unit concerned. Ability to prepare speech materials for institution speakers. Ability to prepare the budget request of the library. Ability to prepare correspondence in connection with the library. Ability to prepare clear, sound, accurate, and informative statistical, financial, and other library reports containing findings, conclusions, and recommendations. Ability to establish and maintain the essential library records and files. Ability to learn to utilize various types of electronic and/or manual recording and information systems used by the agency, office, or related units. Ability to read, write, speak, understand, or communicate in English sufficiently to perform the duties of this position. American Sign Language or Braille may also be considered as acceptable forms of communication. Note

Applicants must meet one of the following or a combination of both experience and education. Thirty (30) semester hour credits are equal to one (1) year of relevant experience. Five (5) years of professional library experience which shall have included cataloguing material, selecting materials for a library, devising manuals and book lists, and participating in the preparation and disbursement of a library budget. OR Possession of a bachelor's degree from an accredited college or university; and one (1) year of the above-mentioned professional experience. "Professional experience" refers to work that is analytical, evaluative, and interpretive; requires a range of basic knowledge of the profession's concepts and practices; and is performed with the authority to act and make accurate and informed decisions.
