Definition

Under the general direction of a higher level manager in the Department of Treasury, manages a fiscal, budgetary, or administrative program or unit which has a single objective and determines goals and objectives of the unit; plans and develops the policies and procedures necessary to accomplish these goals, and manages the work processes of the program and staff; does related work as required.

Examples of work

  • Reviews agency's program plans, budgets, appropriations, operating reports, and other available information to identify programs or program components in which substantive problems or issues exist which require investigation and/or analysis; assists in defining the issue or developing plans for conduct of the analysis.

  • Manages the development, implementation, and integration of new programs.
  • Writes notices, memoranda, or news releases about policy changes, major events, or other information.

Education

Graduation from an accredited college or university with a Bachelor's degree in Management Science, Economics, Accounting, Public or Business Administration, Political Science, Finance, Mathematics, Public Policy, Government Administration, Actuarial Science, Statistics, or Budgeting.

Experience

Six (6) years of experience in a fiscal, budget, or administrative unit in a public or private agency having responsibility for the determination of program goals and objectives, the planning and development of policies and procedures, and the organization of the work processes of the program and staff, three (3) years of which shall have been in a supervisory capacity.

License

Appointee will be required to possess a driver's license valid in New Jersey only if the operation of a vehicle, rather than employee mobility, is necessary to perform the essential duties of the position.

Knowledge, skills and abilities

  • Knowledge of principles, methods, and techniques of supervision and management.
  • Knowledge of management science concepts and practices including Management by Objectives, Program Planning and Budgeting Systems, Operations Research, and Systems Analysis
  • Knowledge of principles, methods, and procedures used to evaluate program activities
  • Knowledge of budgeting and planning practices and procedures, program analysis, organization principles, and administrative practices.
  • Knowledge of organizational lines of communication (formal and informal).
  • Knowledge of administrative principles and practices.
  • Knowledge of procedures for reconciling accounts.
  • Knowledge of program evaluation techniques.
  • Knowledge of the principles and techniques of resource allocation.
  • Knowledge of federal programs including regulations and the impact of these programs and regulations on the funding of state programs.

  • Knowledge of Generally Accepted Accounting Principles and Procedures (GAAP) and Generally Accepted Auditing Standards and Procedures (GAAS).
  • Ability to analyze, interpret, and apply laws and regulations to specific situations.
  • Ability to prepare and present clear, comprehensive, and accurate reports on office programs and related issues containing findings, conclusions, and recommendations based on data assembled.
