The decision

CSC published this decision as a scanned image. The text below was recognized by OCR, read twice and checked against the meeting minutes, but OCR can misread a word. The official document is the record.

BackgroundThe appeal of Alexis Miller, Family Service Supervisor, Essex County, Department of Citizen Services, return to formerly held permanent title at the end of the working test period effective December 10, 2017, was heard by Administrative Law Judge Tricia M. Caliguire, who rendered her initial decision on February 13, 2019. Exceptions were filed by the appellant and a reply to exceptions was filed on behalf of the appointing authority. A response to the reply was filed by the appellant.

AnalysisHaving considered the record and the Administrative Law Judge's initial decision, and having made an independent evaluation of the record, the Civil Service Commission, at its meeting on March 27, 2019, accepted and adopted the Findings of Fact and Conclusion as contained in the attached Administrative Law Judge’s initial decision.

ORDER

The Civil Service Commission finds that the action of the appointing authority in returning the appellant to her formerly held permanent title at the end of the working test period was justified. The Commission therefore affirms that action and dismisses the appeal of Alexis Miller.
