The decision

CSC published this decision as a scanned image. The text below was recognized by OCR, read twice and checked against the meeting minutes, but OCR can misread a word. The official document is the record.

BackgroundThe appeal of Grant Ginsburg, a Public Safety Telecommunicator with the Township of Aberdeen, Department of Public Safety, of his removal, effective November 17, 2025, on charges, was before Administrative Law Judge Joseph A. Ascione (ALJ), who rendered his initial decision on March 24, 2026.1 No exceptions were filed.

AnalysisHaving considered the record and the attached ALJ’s initial decision, and having made an independent evaluation of the record, the Civil Service Commission, at its meeting on April 29, 2026, affirmed the ALJ’s determination to dismiss the appeal for the appellant’s failure to appear at a scheduled conference.

ORDER

The Civil Service Commission, therefore, dismisses the appeal of Grant Ginsburg.

ClosingThis is the final administrative determination in this matter. Any further review should be pursued in a judicial forum.

1 Agency records indicate that the appellant was serving in the Department of Public Safety and not the Department of Public Works. Additionally, per the Final Notice of Disciplinary Action, the appellant’s removal was effective November 17, 2025 although the Preliminary Notice of Disciplinary Action indicates a suspension effective January 16, 2025, which is the removal date listed in the initial decision.
