The Commission, after consulting the departments affected, may direct that personnel, training and related functions be consolidated and coordinated across one or more State agencies, either temporarily or permanently, and the order has to name the functions being consolidated. Three grounds are listed: an appointing authority has demonstrated inadequate or improper performance, economy or efficiency, or an emergent situation. The part that reaches individual people is the last provision. To make a consolidated function work, the Commission may transfer employees, positions, funding and equipment into the receiving agency from other State departments.

(a) The Civil Service Commission, in consultation with affected departments, may direct the temporary or permanent consolidation and coordination of personnel, training, and related functions in the State service. #
(b) A consolidation order may affect one or more State agencies and shall designate the functions to be consolidated. #
(c) Consolidation may be directed for one or more of the following reasons: #
1. An appointing authority has demonstrated inadequate or improper performance; #
2. Economy or efficiency; or #
3. Emergent situations. #
(d) To effectuate a consolidated function, the Commission may transfer necessary employees, positions, funding, and equipment to the agency from other State departments. #
