In plain language
Career development programs prepare employees to move to new assignments or career opportunities, and a State department or agency needs the CLIP manager's written approval before running one. The approval request is a written plan setting out the program's goals, objectives, target population, projected outcome, and the criteria by which its success will be judged. The program also has to line up with the agency's own goals, workforce planning and technological changes. Three named things count as support for career development: tuition assistance at N.J.A.C. 4A:6-4.6, employee interchanges at N.J.A.C. 4A:6-4.8, and internships at N.J.A.C. 4A:6-4.9. That list is expressly open.
