Definition

Under direction, inspects and tests weighing and measuring devices for compliance with state law, regulations, and standards; may take the lead over lower level inspectors; does related work as required.

Examples of work

• Inspects and tests weighing and measuring devices; uses scales, volumetric instruments, and other standard methods to determine accuracy of equipment; seals approved equipment.
• Investigates complaints; condemns equipment found to be inaccurate, withholds seals.
• Recommends corrective action; files papers for prosecution of violations.
• Inspects retail packaged goods; checks weight content for conformance with weights and measures laws.
• Halts trucks carrying coal, fuel, or oil to check for proper licenses and credentials; reweigh loads of coal.
• Prepares reports of inspections and investigations.
• Explains and interprets laws and regulations governing weights and measures to users of measuring devices, complainants, and other concerned individuals.
• Assists in office work including: reviewing licenses, recording and filing reports on completed inspections, inspecting weighmasters' applications, compiling data for reports, and maintaining records.
• Inspects and tests equipment used to pack commodities in manufacturing plants and to reweigh, remeasure, and recount packaged commodities being shipped, stored in a warehouse and/or otherwise being delivered, sold, or presented for sale.
• Inspects, tests, and calibrates gasoline dispensers, bulk rack and truck meters including the entire metering system (wholesale and retail) at refineries and distribution terminals, liquid petroleum (LPG) meters (liquid or vapor), road oil distributor vehicles, tank truck compartments, large capacity weighing systems (mechanical and electronic) odometers on rental vehicles, speedometers of certain law enforcement vehicles, slow-flow retail petroleum meters, linear devices (including steel surveying and engineering tapes) farm milk holding tanks, and various types of auxiliaries and printout devices.
• Operates volumetric meter provers, pharmaceutical and other specialized testing equipment; conducts inspections and tests of volumetric measuring devices, pharmacy's weights and measures, and other devices.
• Assists in the calibration and verification of official and industrial standards for weights and measures and in the testing and inspection of laboratory and scientific weighing and measuring devices.
• Inspects and tests complex automated electronic weighing and measuring systems at the wholesale and retail level such as the universal product code system or similar systems, and electronic measuring systems working in conjunction with both intrastate and interstate billing systems, wholesale and retail.
• Inspects lumber and lumber products for compliance with grading, measuring, and labeling requirements at dealer's yards, in transit, or at construction sites.
• Conducts investigations of alleged or suspected violations of weights and measures statutes and regulations; prepares reports on findings and actions taken.
• May take the lead over lower level inspectors.
• Provides guidance and assistance to apprentice inspectors.
• Assists in compiling evidence of violations; appears in court as an expert witness in the prosecution of violators.
• Appears as an expert witness in the verification of devices used by law enforcement agencies.
• Prepares reports of tests, inspections, calibrations, and investigations containing observations, findings, conclusions, recommendations, and actions taken.
• Maintains essential records, reports, and files.
• Will be required to learn how to utilize various types of electronic and/or manual recording and information systems used by the agency, office, or related units.

Experience

Three (3) years of experience in servicing and repairing, testing, or calibrating weighing and measuring devices.

License

Appointees will be required to possess a driver's license valid in New Jersey only if the operation of a vehicle, rather than employee mobility, is necessary to perform the essential duties of the position.

Knowledge, skills and abilities

• Knowledge of New Jersey laws and the regulations, standards, policies, procedures, and specifications concerning weights and measure devices.
• Knowledge of calibration procedures recognized by the National Institute of Standards and Technology including the mathematical and statistical processes required to determine the actual value of standards verified and the tables and charts provided by the Institute for that purpose.
• Knowledge of the design, construction, use, care, adjustment, testing, and inspection of weighing and measuring devices including scales, meters, equipment, tanks, and compartments, and all accessory systems.
• Knowledge of quantity control methods used by industries to comply with weights and measures packaging requirements.
• Knowledge of the Universal Product Code or similar systems.
• Ability to comprehend, analyze, and interpret basic laws, regulations, policies, and standards applicable to weights and measures testing and inspections.
• Ability to collect information and compile evidence.
• Ability to prepare clear, technically sound, accurate and informative reports and correspondence containing findings, conclusions, and recommendations.
• Ability to act as a witness under oath in hearings and court proceedings.
• Ability to take the lead over lower level inspectors.
• Ability to maintain essential records and files.
• Ability to work harmoniously with users of weighing devices and other concerned persons.
• Ability to explain laws, rules, procedures, and policies.
• Ability to take a firm and correct position when controversies arise.
• Ability to learn to utilize various types of electronic and/or manual recording and information systems used by the agency, office, or related units.
• Ability to read, write, speak, understand, or communicate in English sufficiently to perform the duties of this position. American Sign Language or Braille may also be considered as acceptable forms of communication.

Thirty (30) credit hours from an accredited college or university in the fields of Engineering, Physics, Electronics or Mathematics may be substituted for one (1) year of the indicated experience.

Applicants must have successfully completed the Weights and Measures training program conducted by the State Office of Weights &amp; Measures, Department of Law &amp; Public Safety.
