Definition

Under direction, assists the Director of Nursing in a hospital, sanatorium, or other institution for the physically and/or mentally ill and may have charge of the professional and nonprofessional nursing, attending, and maintenance services; does related work as required.

Examples of work

• Organizes the general nursing program in conjunction with the director.
• Establishes standards and policies for the various divisions and coordinates the activities in conjunction with the director.
• Determines, selects, and develops procedures for procuring and requisitioning physical facilities, equipment, and materials in conjunction with the director.
• Interviews and provides recommendations regarding the hiring of personnel in conjunction with the director.
• Participates in the planning of the construction of new or reconstruction of old physical facilities by surveying, evaluating, and preparing reports for the director.
• Prepares budget estimates.
• Implements the establishment of an inservice training and orientation program for new and old personnel in conjunction with the director.
• Establishes an organizational setup for professional and nonprofessional services and delegates authority and responsibility to other areas in conjunction with the director.
• Establishes a suitable work program by preparing specifications for each unit in the division in conjunction with the director.
• Evaluates work programs and ensures adherence to provisions in specifications.
• Establishes and maintains a system of recording efficiency and service of personnel by visits to patient areas or by delegation of visits to area in conjunction with the director.
• Reviews and evaluates efficiency reports from supervisors and where necessary makes recommendations for changes to ensure flexibility and growth.
• Establishes and maintains the records regarding requisitioning, distributing, recording, dispensing, and use of equipment, supplies, medications, and narcotics in conjunction with the director.
• Confers with administrative, medical, psychiatric, and other staff in the formulation of policies, procedures, and organizations for patient care.
• Prepares reports and surveys containing recommendations.
• Establishes a maintenance system of suitable records and files for medical, clinical, and personnel reports in conjunction with the director.
• Maintains a professional interest in reports, conclusions, papers, books, findings, and policies of various institutions and agencies to maintain current improvements and suggestions for patient care.
• Will be required to learn to utilize various types of electronic and/or manual recording and information systems used by the agency, office, or related units.

Education

Graduation from an accredited college or university with a Bachelor's degree in Nursing or Nursing Education.

Experience

Five (5) years of experience as a registered professional nurse, two (2) years of which shall have been supervisory experience involving the development and carrying out of an extensive program of nursing service and/or education.

License

Applicants must possess current, valid registration as a professional nurse in the State of New Jersey.

Appointees will be required to possess a driver's license valid in New Jersey only if the operation of a vehicle, rather than employee mobility, is necessary to perform the essential duties of the position.

Knowledge, skills and abilities

• Knowledge of the principles and methods of professional nursing.
• Knowledge of the problems encountered in the oversight of nursing services.
• Knowledge of methods used to prepare medical records.
• Knowledge of the methods used to dispense and record narcotics and medication.
• Ability to provide guidance and instruction to staff and evaluate work performance.
• Ability to establish and maintain cooperative working relationships with those interested or involved in the work of the unit.
• Ability to handle emergencies in an efficient manner.
• Ability to prepare reports and correspondence.
• Ability to learn to utilize various types of electronic and/or manual recording and information systems used by the agency, office, or related units.
• Ability to read, write, speak, understand, or communicate in English sufficiently to perform the duties of this position. American Sign Language or Braille may also be considered as acceptable forms of communication.
