Definition

Assists the Municipal Engineer in planning, organizing, directing, coordinating, controlling, integrating, and completing a variety of comprehensive engineering projects, programs, and activities for a municipality; does related work as required.

Examples of work

• Assists in planning and formulating engineering programs and projects and in organizing the assignment of project staff.
• Assigns engineering personnel to specific phases of projects such as technical studies, project design, preparation of specifications and technical plans, and testing and inspections.
• Reviews project designs for compliance with engineering principles, plans, specifications, and provisions of contract.
• Assists in coordinating engineering activities concerned with technical developments, scheduling, and resolving of engineering design problems.
• Assists in evaluating and approving design changes, plans, specifications, and sketches.
• Assists in controlling expenditures.
• Assumes the duties of the Municipal Engineer in his/her absence.
• Supervises field parties conducting surveys for municipal improvements, lots, pavements, sewers, curbs, sidewalks, lines, and grades.
• Checks to ensure that proper field notes are taken and plotted on graphs.
• Supervises the preparation of maps and charts from field notes and observations.
• Makes varied and difficult calculations.
• Prepares reports of construction expense, time spent, and materials used.
• Supervises staff engaged in the drafting of drawings and provides instructions regarding information to be shown, scales, and sizes.
• Consults with general contractors on construction projects.
• Advises inspectors as to quality and quantity of work desired. Oversees the work of inspectors.
• Provides advice to subordinates in the handling of unusual situations.
• Conducts tests of concrete to ensure proper mixing.
• Prepares specifications for concrete ingredients and proportions.
• Prepares and supervises the preparation of specifications and construction plans.
• Prepares designs for sewer extensions, pavements, and structural work of varied types.
• Analyzes municipal construction needs and makes appropriate recommendations and reports.
• Cooperates with municipal officials and civic groups in preparing specifications and plans for long range municipal improvements.
• Establishes and maintains essential records and files.
• Will be required to learn to utilize various types of electronic and/or manual recording and computerized information systems used by the agency, office, or related units.

Education

Graduation from an accredited college or university with a Bachelor's degree in Civil, Mechanical, or Electrical Engineering.

Experience

Two (2) years of supervisory engineering experience in the design, maintenance, and construction of projects including the preparation and review of construction plans and specifications.

License

Appointees will be required to possess a driver's license valid in New Jersey only if the operation of a vehicle, rather than employee mobility, is necessary to perform the essential duties of the position.

• Knowledge of problems and procedures used in design and supervision of municipal construction projects.
• Knowledge of form, content, and preparation of construction plans and specifications.
• Knowledge of techniques used to make varied engineering calculations.
• Knowledge of organization and activities of field survey parties.
• Knowledge of techniques used in drafting and preparing detailed maps and charts.
• Ability to organize assigned technical field and office engineering work.
• Ability to take the lead in field survey parties.
• Ability to work harmoniously with general contractors, associates, subordinates, and others having an interest in municipal construction projects.
• Ability to conduct inspections and investigations of work in progress.
• Ability to apply basic engineering principles and techniques to the preparation of plans, designs, charts, maps, specifications, and estimates.
• Ability to prepare clear, sound, accurate, and informative engineering and other reports.
• Ability to supervise the establishment and maintenance of essential records and files.
• Ability to learn to utilize various types of electronic and/or manual recording and information systems used by the agency, office, or related units.
• Ability to read, write, speak, understand, or communicate in English sufficiently to perform the duties of this position. American Sign Language or Braille may also be considered as acceptable forms of communication.
