Definition

Under the direction of the Superintendent of Electrical Distribution, assists in the supervision of the construction, operation, and maintenance of electrical transmission and distribution systems; does other related duties as required.

Examples of work

Supervises the work operations and/or functional programs and has responsibility for effectively recommending the hiring, firing, promoting, demoting and/or disciplining of employees. Assists the Superintendent of Electrical Distribution in the preparation of designs, layouts, and work orders for electrical installations and equipment. Supervises the acquisition, storing, safeguarding, installation, and use of required equipment, materials, and supplies. Assists in preparing specifications for power plant switchgear and related electrical equipment. Assists in the supervision and training of plant personnel in the proper operation, installation and maintenance of power plant switchgears, relays, circuit breakers, motor starting equipment, control equipment, telemetering, supervisory control, and other related equipment. Assists in the preparation of specifications and cost estimates for substations and related equipment. Assists in planning construction and coordinating the operation of facilities for transmitting power from transmission lines through substations and distribution points to consumers. Assists in overseeing the design, layout, and installation of substations and overhead including underground electrical lines. Performs complex electrical computations to determine the type and configuration of circuits, including the size, type and quantity of equipment required such as transformers, circuit breakers, switches, and lightning arresters. Computes sag and stress for specifications on wire and cable. Plans the layout of pole lines and underground cables and solves problems, such as determining the height, location, spacing, guying, and insulating of poles. Assists in supervising the lineworkers in constructing, maintaining, and repairing electrical distribution and transmission lines. Assists in supervising the maintenance and repair of fire alarm systems. Assists in supervising the installation, maintenance, and repairing of traffic light systems. Records the required data and supervises drafters in preparing maps and drawings for the electrical system. Assists in supervising the installation and maintenance of street lighting standards, transformers, wire fixtures, including overhead and underground cables. Assists customers on matters dealing with the installation, servicing, and maintenance of electrical equipment. Determines power and light metering installations. Supervises subordinates working on varied community projects, including decorations, public address systems, and celebrations. Interprets organizational policies to workers. Initiates and recommends personnel actions, such as promotions, transfers, or disciplinary measures. Prepares and directs the preparation of suitable reports. Assists in supervising the establishment and maintenance of essential records and files. Will be required to learn how to utilize various types of electronic and/or manual recording and computerized information systems used by the agency, office, or related units.

Education

Possession of a Bachelor's degree in Electrical Engineering from an accredited college or university.

Experience

Four (4) years of experience involving the maintenance and repair of an electrical distribution system, one (1) year of which shall have been in a supervisory capacity.

License

Appointees will be required to possess a driver's license valid in New Jersey only if the operation of a vehicle, rather than employee mobility, is necessary to perform the essential duties of the position.

Knowledge, skills and abilities

Knowledge of the problems and approved procedures involved in constructing and maintaining a large electrical transmission and distribution system. Knowledge of electrical transmission and distribution facilities design, construction, and operational characteristics and equipment installation. Knowledge of preparing electrical designs. Knowledge of the methods of conveying electric power from transmission lines through distribution points to consumers. Knowledge of streetlight, fire alarm, and traffic light systems. Knowledge of the functions and purposes of electrical substations. Knowledge of the operation, maintenance, and repair of electric meters, and of the proper laying out of electric lines. Knowledge of effective supervisory and management techniques. Knowledge of personnel management and labor relations concepts and methods. Knowledge of the electric utility budgetary process. Ability to supervise assigned staff and plan, organize and implement projects within the unit. Ability to formulate effective working policies and develop effective work methods. Ability to work harmoniously with consumers, make investigations of complaints, and take proper remedial action. Ability to plan and coordinate the operation of electrical transmission, substation, and distribution facilities. Ability to make complex electrical computations and determine the type and arrangement of circuits and the size, type, and number of pieces of equipment necessary. Ability to assign suitable tasks and provide clear instructions to individuals and groups, provide necessary advice and assistance when difficult or unusual problems arise, and review their work to ensure proper procedures are followed, reasonable standards of workmanship and output are maintained, and desired objections are achieved. Ability to evaluate employee effectiveness and identify training needs and provide for formal or on-the-job instruction in electric transmission and distribution functions. Ability to supervise the design, installation, and maintenance of switchgear for the powerhouse and the substations. Ability to supervise the obtaining, storing, safeguarding, and use of necessary equipment, materials, and supplies. Ability to prepare clear, sound, accurate, and informative reports, and supervise the establishment and maintenance of essential records and files. Ability to learn how to utilize various types of electronic and/or manual recording and information systems used by the agency, office, or related units. Ability to read, write, speak, understand, and communicate in English sufficiently to perform the duties of this position. American Sign Language or Braille may also be considered as acceptable forms of communication.
