Definition

Assists the Traffic Engineer in the design, installation, maintenance, and construction of traffic control systems and in the regulation, flow, and other phases of traffic; does related work as required.

Examples of work

• May develop and formulate the work related to traffic regulation and control.
• May supervise the training of field and office staff, and give assignments, instructions, or advice, and assists when difficult and unusual situations arise, and check the work to see that established procedures are observed.
• May make recommendations concerning traffic flow, on and off street parking, bus routes, bus and taxi zones, and quiet and play zones.
• Performs work involved in collection, recording, and analysis of data related to traffic accidents, investigation of their causes, and preventive measures.
• Conducts traffic surveys and analyzes and interprets data.
• May supervise the establishment and maintenance of records and files.
• Studies traffic problems and makes recommendations to expedite traffic flow and control.
• May supervise the planning and execution of traffic surveys and analysis and interpretation of data.
• May determine the need for and use of traffic regulations, design and redesign of intersections and road sections, traffic considerations in the planning of road improvements and new routes, and design and location of traffic control devices.
• May plan modifications to existing streets, highways, and freeways to improve traffic flow.
• Analyzes local traffic ordinances.
• Consults with and assists state and local government officials in traffic control, accident prevention, and other highway matters.
• Serves as a technical advisor on traffic matters.
• May represent the agency/jurisdiction at local, state, and national traffic conferences, and serves on the technical committees of organizations concerned with highway traffic, parking, and related problems.
• Will be required to learn to utilize various types of electronic and/or manual recording and information systems used by the agency, office, or related units.

Education

Graduation from an accredited college or university with a Bachelor's degree in Civil or Traffic Engineering.

Experience

Three (3) years of professional engineering experience in traffic engineering work, one (1) year of which shall have been in a supervisory capacity.

License

Appointees will be required to possess a driver's license valid in New Jersey only if the operation of a vehicle, rather than employee mobility, is necessary to perform the essential duties of the position.

Knowledge, skills and abilities

• Knowledge of laws, rules, and regulations relating to traffic control and regulation.
• Knowledge of legal limitations as to traffic regulation and control placed on local government by state law.
• Knowledge of the collection, compilation, recording, analysis, and interpretation of data relating to traffic accidents and conditions.
• Knowledge of the engineering, enforcement, and education problems involved in regulating and controlling traffic and making public highways as safe as possible.
• Knowledge of the planning, development, and adoption of a work program and working procedures.
• Knowledge of the training, assignment, and supervision of field and office staff.
• Knowledge of problems encountered in establishing standards for the installation and operation of traffic control devices.
• Knowledge of obstacles encountered in observing and enforcing traffic laws, rules, and regulations.
• Ability to recommend the design, installation, and operation of devices to analyze traffic ordinance and recommend their approval or disapproval.
• Ability to analyze traffic laws, rules, regulations, and ordinances and apply them to specific cases.
• Ability to collect, record, compile, analyze, and interpret extensive traffic data.
• Ability to appraise traffic situations taking into account engineering, legal, enforcement, educational, and human problems.
• Ability to assist in setting up standards for the design, need, installation, and operation of traffic signs, signals, markings, and other traffic control devices.
• Ability to use sound judgment in recommending the installation of such devices and the approval or disapproval of local traffic ordinances.
• Ability to assist in establishing and maintaining working relationships with the officers of state and local government.
• Ability to formulate work programs and work procedures.
• Ability to assist in the training of field and office staff, to give assignments, instructions, and advice, and assist them when difficult and unusual situations arise, and check their work to ensure observance of established procedures, maintenance of standards, and achievement of objectives.
• Ability to prepare clear, sound, accurate, and informative reports.
• Ability to assist in supervising the establishment and maintenance of essential records and files.
• Ability to learn to utilize various types of electronic and/or manual recording and information systems used by the agency, office, or related units.
• Ability to read, write, speak, understand, or communicate in English sufficiently to perform the duties of this position. American Sign Language or Braille may also be considered as acceptable forms of communication.
