Definition

Under direction, directs, plans, organizes, supervises, and performs the more responsible inspection work involved in the implementation of a property maintenance enforcement program to eliminate neighborhood blight and substandard residential, business, commercial, and industrial structures, and performs related public information work; does other related duties as required.

Examples of work

• Directs, plans, organizes, and supervises the inspection of residential, business, commercial, and industrial structures for the purpose of discovering and correcting health, safety, and structural violations.
• Supervises the reinspection of structures after required repairs have been completed to determine whether violations have been corrected and that repair work has been performed in accord with requirements of the property maintenance code.
• Provides assignments to inspection personnel and evaluates performance.
• Coordinates area surveys designed to establish the need for public/private neighborhood improvements, and prepares necessary reports and recommendations.
• May conduct an inservice training program for inspection personnel.
• May modify existing codes and ordinances and assist in the promulgation of new regulations and ordinances.
• Addresses meetings of business, civic, church, labor, school, and other neighborhood groups to inform them of the aims of area inspection programs and to enlist their participation.
• May prepare forms and service material for agency use.
• Provides recommendations as to the prosecution of violators and condemnation procedures.
• Acts as an expert on property maintenance code enforcement at condemnation proceedings and civil prosecution of violators.
• Prepares reports.
• Maintains files and records.
• Will be required to learn to utilize various types of electronic and/or manual recording and information systems used by the agency, office, or related units.

Experience

Five (5) years of experience in either the preparation or revision of building construction plans, the inspection or supervision of the construction of buildings, or as a journeyman in the building construction structural trades.

License

Applicants conducting inspections under the New Jersey Hotel and Multiple Dwelling Law (NJSA 55:13A-1 et seq.), for the State Local Cooperative Housing Inspection Program (SLCHIP), must possess a valid license as an inspector Multiple Dwelling, issued by the New Jersey Department of Community Affairs.

Knowledge, skills and abilities

• Knowledge of the methods used to conduct inspections and investigations.
• Knowledge of the varied conditions and factors likely to be in violation of code enforcement program regulations.
• Knowledge of building and construction techniques.
• Knowledge of problems involved in organizing work and developing effective work methods.
• Ability to interpret and apply municipal rules,regulations, policies, procedures, and ordinances relating to the property maintenance code enforcement program.
• Ability to prepare containing findings, conclusions, and recommendations.
• Ability to provide assignments to code enforcement personnel, and evaluate their performance.
• Ability to speak before groups.
• Ability to learn to utilize various types of electronic and/or manual recording and information systems used by the agency, office, or related units.
• Ability to read, write, speak, understand, and communicate in English sufficiently to perform the duties of this position. American Sign Language or Braille may also be considered as acceptable forms of communication.

Successful completion of a course involving the Principles of Housing Inspection may be substituted for six (6) months of the specified experience. Such courses are available at local community colleges.

A current and valid license as an Inspector, Multiple Dwelling, issued by the Department of Community Affairs, may also be substituted for six (6) months experience indicated above, except when the license is required as indicated below.

In addition to the Inspector, Multiple Dwelling license, applicants in municipalities that are the local enforcing agency of the New Jersey Hotel and Multiple Dwelling Law (NJSA 55:13A-1 et seq.) in the State Local Cooperative Housing Inspection Program (SLCHIP), may be required to possess a valid license as a Housing Code Official, issued by the New Jersey Department of Community Affairs.

Appointees will be required to possess a driver's license valid in New Jersey only if the operation of a vehicle, rather than employee mobility, is necessary to perform essential duties of the position.
