Definition

Under direction, supervises and works with a group of employees performing the field and office work involved in ensuring that varied business premises comply with municipal license ordinances, rules and regulations; does other related work.

Examples of work

  • Supervises and performs the field and office work involved to ensure compliance with municipal or county license ordinances, rules and regulations.
  • Provides assignments and instructions to assigned employees.
  • Receives and checks applications for licenses issued by the municipality.
  • Determines eligibility for the issuance of licenses and permits.
  • Sorts and files applications for issued licenses and permits.
  • Collects license and permit fees.
  • Keeps books of account, thus checking the licenses or permits issued against the amount of money collected.
  • Prepares summons and complaints against violators of license and ordinances.
  • May assist in the prosecution of ordinance violations.
  • Prepares reports.
  • Supervises the establishment of records and files.
  • Will be required to learn to utilize various types of electronic and/or manual recording and information systems used by the agency, office, or related units.

Experience

Three (3) years of experience visiting establishments licensed by a governmental agency to ascertain valid licenses and/or permits are displayed and establishments are complying with licensing and/or permit standards.

License

Appointees will be required to possess a driver's license valid in New Jersey only if the operation of a vehicle, rather than employee mobility, is necessary to perform essential duties of the position.

Knowledge, skills and abilities

  • Knowledge of the provisions of local rules, regulations, policies, procedures, ordinances, and statutes, relating to varied types of licenses.
  • Knowledge of the problems involved in organizing work and developing effective work methods.
  • Knowledge of the procedures and precautions in observing and collecting facts significant to determine whether laws are being observed.
  • Knowledge of office practices and procedures.
  • Knowledge of supervisory principles and techniques.
  • Ability to read and interpret the provisions of local rules, regulations, policies, procedures, ordinances, and statutes related to varied types of licenses and to apply them to specific cases.
  • Ability to note significant conditions and take action when called for in accordance with prescribed procedures.
  • Ability to observe records and conditions and note those things which are significant.
  • Ability to conduct inspections without giving unnecessary offense.
  • Ability to take and maintain a firm and correct stand when controversial matters arise.
  • Ability to prepare reports.
  • Ability to provide assignments and instructions.
  • Ability to supervise the establishment of records and files.
  • Ability to utilize various types of electronic and/or manual recording and information systems used by the agency, office, or related units.
  • Ability to read, write, speak, understand, and communicate in English sufficiently to perform duties of this position. American Sign Language or Braille may also be considered as acceptable forms of communication.
