Definition

Under direction, supervises, coordinates, and is responsible for work performed by supervising operators engaged in operating, adjusting, regulating, maintaining, and repairing water and/or sewage pumping station equipment used for the conveyance, transmission, or distribution of wastewater for treatment or disposal and/or the transfer of raw water to a treatment plant and/or the distribution of treated water to residential, commercial or industrial establishments; does related work as required.

Examples of work

• Plans work programs, provides assignments and instructions, supervises, and when required, operates equipment such as pumps, valves, turbines, and electric motors to transfer, distribute, and regulate pressure and flow of raw and processed water to treatment plants and/or to residential, commercial, and industrial establishments.
• Analyzes work requirements, determines staff resources, equipment, and other resources needed to accomplish work assignments, and makes adjustments among subordinate units as deemed appropriate.
• Supervises work operations and/or functional programs, and has responsibility for employee evaluations and for effectively recommending the hiring, firing, promoting, demoting, and/or disciplining of employees.
• Coordinates work operations among subordinate units and with other organizations on matters that may adversely affect other operations or programs.
• Reports progress and resolution of problems in the achievement of goals and objectives to higher levels of management.
• Trains and instructs new employees.
• Carries out agency policies and programs as they apply to the unit, performs special assignments, and prepares reports with recommendations.
• Enforces safety regulations.
• Supervises the maintenance of equipment, buildings, and grounds; confers with superiors regarding repairs and additions to the pumping station(s).
• Answers complaints from the public regarding water and/or sewage problems.
• Prepares and maintains records of personnel, time, equipment, materials, supplies, and work completed.
• Oversees the taking of readings of various recording devices.
• Will be required to learn to utilize various types of electronic and/or manual recording and information systems used by the agency, office, or related units.

Experience

Five (5) years of experience in operating, adjusting, regulating, and repairing pumps, valves, compressors, and other equipment used for the conveyance, transmission, distribution, or treatment of water or wastewater, two (2) years of which shall have been in a supervisory capacity.

License

Applicants may be required to possess a current, valid license of the appropriate class issued by the New Jersey Department of Environmental Protection to operate a:

Public Wastewater Collections System (C); Public Wastewater Treatment System (S); Public Water Treatment System (T) and/or Public Water Distribution System (W).

Appointees will be required to possess a driver's license valid in New Jersey only if the operation of a vehicle, rather than employee mobility, is necessary to perform essential duties of the position.

Knowledge, skills and abilities

• Knowledge of the procedures used to operate, adjust, repair, and regulate pumping station valves, equipment, and machinery.
• Knowledge of supervisory principles and techniques.
• Knowledge of methods used to keep work and surrounding areas cleaned and maintained.
• Knowledge of safety precautions to be observed.
• Ability to analyze pumping equipment operational problems and determine appropriate solutions or the need for repair to such equipment.
• Ability to understand the significance of and interpret readings of various gauges.
• Ability to effectively utilize personnel, equipment, material, and supplies.
• Ability to develop operating procedures and work methods.
• Ability to determine work to be accomplished, issue assignments and instructions, and train and evaluate subordinates.
• Ability to prepare reports and maintain essential records and files.
• Ability to utilize various types of electronic and/or manual recording and information systems used by the agency, office, or related units.
• Ability to read, write, speak, understand or communicate in English sufficiently to perform the duties of this position. American Sign Language or Braille may also be considered as acceptable forms of communication.
