Definition

Under direction, supervises, coordinates, and is responsible for work performed by operators engaged in operating and maintaining equipment at a water treatment facility; does other related duties.

Examples of work

• Analyzes work requirements, determines staff resources, equipment, and other resources needed to accomplish work assignments, and makes adjustments among subordinate units as deemed appropriate.
• Establishes and adjusts long-range schedules, priorities, and deadlines for regular and special work assignments, and coordinates work schedules among subordinate units.
• Reviews, approves, modifies, or rejects changes in functions, structure, position design, staffing levels, and the like proposed by subordinates and collaborates with higher levels of management in making decisions relating to major changes in work plans or operations.
• Coordinates work operations among subordinate units and with other organizations on matters that may adversely affect other operations or programs.
• Reviews and analyzes records and reports of work procedures, costs, equipment, and staff resource utilization to evaluate progress and to control or reduce costs.
• Reports progress and resolution of problems in the achievement of goals and objectives to higher levels of management.
• Directs the accomplishment of assigned work operations within the limits of policies and guidelines established by management officials, and oral and written instructions provided by superiors.
• Supervises work activities of employees.
• Issues work assignments.

• Suggests changes in procedures and provides working instructions to operators, repairers, and other skilled and unskilled workers.
• Supervises and works with operators engaged in various water treatment processes such as operating and regulating pumps, agitators, and valves; operating chemical feed devices; taking water samples and testing and adjusting the level of chlorine in the water.
• May inspect equipment such as pumps, motors, valves, filters, and panel boards to detect malfunctions.
• May supervise workers in the maintenance of buildings and grounds.
• Will be required to learn to utilize various types of electronic and/or manual recording and information systems used by the agency, office, or related units.

Experience

Five (5) years of experience in operating, adjusting, regulating, repairing, and maintaining electric motors, pumps, valves, and other electrical and mechanical equipment used in a water treatment plant, pumping station, or filtration plant.

License

Appointees may be required to possess a valid Public Water Treatment Operator license of the appropriate class, depending on the permit level of the facility, issued by the NJ Department of Environmental Protection.

Appointees will be required to possess a driver's license valid in New Jersey only if the operation of a vehicle, rather than employee mobility, is necessary to perform essential duties of the position.

Knowledge, skills and abilities

• Knowledge of problems, procedures, and methods used in adjustment, operation, and maintenance of water treatment plant equipment and machinery.
• Knowledge of varied equipment, materials, and supplies used in these processes.
• Knowledge of safety precautions to be observed.
• Knowledge of supervisory techniques.
• Ability to apply technical training.
• Ability to communicate technical knowledge to subordinates. Ability to work along with subordinates in difficult phases of a job.
• Ability to follow established procedures, standards, and specifications.
• Ability to determine work to be accomplished, issue assignments, and train and evaluate subordinates.
• Ability to safeguard and store equipment, materials, and supplies.
• Ability to utilize various types of electronic and/or manual recording and information systems used by the agency, office, or related units.
• Ability to read, write, speak, understand, and communicate in English sufficiently to perform the duties of this position. American Sign Language or Braille may also be considered as acceptable forms of communication.
