Definition

Under direction in the field, performs work involved in collecting delinquent taxes, unpaid water bills, and/or other types of delinquent accounts; does other related duties as required.

Examples of work

  • Establishes and develops efficient working plans and working procedures.
  • Supervises the preparation of lists of delinquent tenants, customers, or taxpayers.
  • Checks records to ensure that proper amounts are charged.
  • Prepares statements of delinquent accounts.
  • Travels throughout the municipality and calls on delinquent tenants, customers, and taxpayers to collect payments.
  • Informs them of delinquencies and explains the nature of the delinquencies.
  • Padlocks premises when taxes are not paid.
  • Disconnects water services when water bills are not paid.
  • When in the office, does a variety of clerical tasks including handling the switchboard, checking records, filing, and answering counter inquiries.
  • Prepares and maintains records and reports.
  • Will be required to learn to utilize various types of electronic and/or manual recording and information systems used by the agency, office, or related units.

Experience

Two (2) years of experience in field investigations or collections.

License

Appointees will be required to possess a driver's license valid in New Jersey only if the operation of a vehicle, rather than employee mobility, is necessary to perform essential duties of the position.

Knowledge, skills and abilities

  • Knowledge of laws, rules, and regulations dealing with delinquent taxes and accounts.
  • Knowledge of the tactful means of contacting delinquent taxpayers and obtaining payments.
  • Knowledge of methods of calculating payments and interest rates, and of the types of financial records needed.
  • Ability to deal tactfully with varied types of persons who are delinquent in their payments.
  • Ability to analyze and interpret properly the laws, rules, and regulations relating to payments, both current and delinquent.
  • Ability to take and maintain a firm and correct stand when controversies arise.
  • Ability to calculate interest payments.
  • Ability to establish and maintain records and files.
  • Ability to utilize various types of electronic and/or manual recording and information systems used by the agency, office, or related units.
  • Ability to read, write, speak, understand, and communicate in English sufficiently to perform the duties of this position. American Sign Language or Braille may also be considered as acceptable forms of communication.
