Definition

Under direction performs work involved in collecting delinquent real estate taxes and/or other types of delinquent accounts; does other related duties as required.

Examples of work

  • Calls on delinquent taxpayers to collect payments.
  • Prepares demand notices for delinquent taxes.
  • Presents demand notices to delinquent taxpayers.
  • Collects amounts due.
  • When circumstances indicate, allows a stipulated period for payment.
  • Investigates taxable real property.
  • Prepares index and other file cards.
  • Keeps records of collections and interest charges.
  • Posts varied legal and foreclosure notices in public places provided by law and keeps records of these places.
  • Checks tax records and other accounts to ensure that proper amounts have been charged.
  • Prepares statements of delinquent accounts and collections.
  • Explains the nature of delinquencies to taxpayers.
  • Answers inquiries both in person and over the telephone concerning delinquent payments.
  • Composes correspondence.
  • May compute interest for overdue bills.
  • Receipts bills on proper payment.
  • When in the office, may perform a variety of clerical tasks such as checking records, filing, and preparing bills or statements.
  • Will be required to learn to utilize various types of electronic and/or manual recording and information systems used by the agency, office, or related units.

Experience

Two (2) years of experience in the collection of delinquent accounts and keeping related and detailed financial records and accounts.

License

Appointees will be required to possess a driver's license valid in New Jersey only if the operation of a vehicle, rather than employee mobility, is necessary to perform essential duties of the position.

Knowledge, skills and abilities

  • Knowledge of laws, rules, and regulations dealing with real estate taxes and delinquent taxes.
  • Knowledge of methods of calculating tax payments and interest rates.
  • Knowledge of the types of financial records needed.
  • Ability to be tactful in contacting delinquent taxpayers and obtaining tax payments.
  • Ability to deal tactfully with varied types of persons who are delinquent in their tax payments.
  • Ability to analyze and interpret laws, rules, and regulations relating to tax payments both current and delinquent.
  • Ability to take and maintain a firm and correct stand when controversies arise.
  • Ability to calculate interest payments.
  • Ability to establish and maintain records and files.
  • Ability to utilize various types of electronic and/or manual recording and information systems used by the agency, office, or related units.
  • Ability to read, write, speak, understand, and communicate in English sufficiently to perform duties of this position. American Sign Language or Braille may also be considered as acceptable forms of communication.
