Definition

Under direction of the Director of Public Safety, assists in planning, organizing and directing the programs, activities and staff of the Department of Public Safety; performs other related duties as required.

Examples of work

Assists in the planning, organization, development, and direction of various programs and functions in the Department of Public Safety. Participates in the preparation and administration of department and/or program budgets. Drafts operational policies, work programs, and budgetary policies. Conducts meetings and recommends solutions to problems presented by staff, management, and community stakeholders. Evaluates the effectiveness of programs administered by the Department of Public Safety. Coordinates planning efforts with other agencies involved in the administration of public safety programs. Administers departmental personnel standards and policies. Responds to inquiries from staff, department heads, and outside organizations. Establishes and maintains cooperative work relationships with civic and business organizations such as schools, court offices, police, and fire authorities in other jurisdictions, and others interested in the maintenance of law enforcement and fire prevention. In absence of the Director of Public Safety, serves in a directorial capacity. Plans, organizes, and implements projects within the department and gives assignments to staff. Prepares clear, sound, accurate, and informative reports containing findings, conclusions, and recommendations. Directs the establishment and maintenance of essential records and files. Manages the work operations and/or functional programs and is responsible for effectively recommending the hiring, firing, promoting, demoting, and/or disciplining of employees. Will be required to learn how to utilize various types of electronic and/or manual recording and information systems used by the agency, office, or related units.

License

Appointees will be required to possess a driver's license valid in New Jersey only if the operation of a vehicle, rather than employee mobility, is necessary to perform the essential duties of the position.

Knowledge, skills and abilities

Knowledge of public safety principles, policies, rules, and regulations. Knowledge of governing laws, ordinances, and applicable court decisions that impact public safety. Knowledge of emergency recovery procedures and established safety measures and guidelines. Knowledge of principles for safeguarding buildings and property. Knowledge of methods for preventing and controlling hazards to property and the public. Knowledge of supervisory methods and techniques. Ability to analyze and interpret laws, ordinances, rules, regulations, standards, and procedures, and to apply them to various situations. Ability to plan, develop, implement, and evaluate public safety programs. Ability to collect and analyze data. Ability to establish and maintain cooperative work relationships with individuals and groups interested in the maintenance of law, order, and fire protection. Ability to prepare and supervise the preparation of clear, sound, accurate, and informative reports. Ability to direct the establishment and maintenance of public safety records and files. Ability to supervise staff and plan, organize, and implement projects within the unit. Ability to learn how to utilize various types of electronic and/or manual recording and information systems used by the agency, office, or related units. Ability to read, write, speak, understand, and communicate in English sufficiently to perform the duties of this position. American Sign Language or Braille may also be considered as acceptable forms of communication. Thirty (30) semester hour credits are equal to one (1) year of relevant experience. Ten (10) years of professional experience supervising public safety-related functions and programs pertaining to law enforcement, fire service, and/or emergency medical services. OR Possession of a bachelor's degree from an accredited college or university; and six (6) years of the above-mentioned professional supervisory experience. "Professional experience" refers to work that is creative, analytical, evaluative, and interpretive; requires a range and depth of specialized knowledge of the profession's principles, concepts, theories, and practices; and is performed with the authority to act according to one's own judgment and make accurate and informed decisions.
