Definition

Under direction, is responsible for the planning, direction, and supervision of a community improvement which deals with a municipal inspections and code enforcement activities; does other related work as required.

Examples of work

• Coordinates all inspections and enforces all regulations pertaining to the zoning and building codes of the municipality.
• Supervises inspections and enforces the building, plumbing, electrical and housing codes.
• Examines working plans for proposed structures.
• Reads and corrects final plans, ensures that plans for proposed buildings comply with local zoing laws and ordinances.
• Responsible for the issuance and record keeping processes of various permits.
• Establishes administrative policies and procedures, pertaining to the activities of the unit.
• Prepares the budget for the Community Improvement unit.
• Prepares staffing patterns and makes necessary recommendations regarding the hiring of personne.
• Approves all plans concerning construction or maintenance of existing structures in accordance with municipal codes.
• Responsible for relocation activities involving residents displaced from their homes or business because of enforcement of various codes.
• Prepares reports.
• Will be required to learn to utilize various types of electronic and/or manual recording and information systems used by the agency, office, or related units.

Experience

Three (3) years of supervisory experience in the design, maintenance and/or construction of buildings, including the review of building construction plans and specifications.

License

Appointees will be required to possess a driver's license valid in NJ only if operation of a vehicle, rather than employee mobility, is necessary to perform essential duties of the position.

Knowledge, skills and abilities

• Knowledge of the provisions of relevant local codes and ordinances.
• Knowledge of proper procedures used in inspection work to determine compliance with the law.
• Knowledge of effective means of obtaining and maintaining proper liaison with various concerned persons.
• Ability to analyze and interpret the relevant local codes and ordinances.
• Ability to establish and maintain cooperative working relationships with coworkers and others involved in the work of the unit.
• Ability to conduct investigations and inspections.
• Ability to prepare reports of investigations.
• Ability to utilize various types of electronic and/or manual recording and information systems used by the agency, office, or related units.
• Ability to read, write, speak, understand, and communicate in English sufficiently to perform duties of this position. American Sign Language or Braille may also be considered as acceptable forms of communication.
