Definition
Under direction, plans, develops, organizes, directs, and supervises staff and is responsible for the entire custodial program which involves the cleaning of school and other buildings and facilities and the care and maintenance of grounds for a school district or local government; does related work as required.
Examples of work
- Establishes and supervises operational procedures for custodial activities.
- Confers with representatives of management to formulate policies, determine need for custodial programs, and coordinate programs with other activities.
- Develops and supervises an efficient staffing organizational system to provide effective coverage with available manpower.
- Develops and supervises training programs to orient new employees and to further develop activities of present employees.
- Administers and performs all personnel and management procedures within the unit as established by policy by higher levels of management.
- Determines supply needs for the custodial staff and ensures that the desired amount and quality is ordered and delivered.
- Prepares budgetary estimates based on previous budgets, anticipated workload, and security needs for the unit.
- Reviews work performance of custodial personnel on the basis of established standards through frequent unscheduled inspection visits during their tours of duty.
- Plans a work program and work procedures for the cleaning of grounds and the maintenance of school and other buildings and facilities.
- Develops work schedules and assigns, instructs, and directs custodial personnel.
- Develops and implements work standards.
- Inspects completed and in-progress work for conformance with desired standards of workmanship and efficient and economic work practices.
- Is responsible for the effective application of policies and procedures of the agency as well as outside agencies as they apply to the work of the unit.
- Enforces existing union agreements at his/her level of involvement.
- Assists employees in the interpretation of work assignments and assists them in resolving work problems.
- Coordinates the work of the unit with other units within the agency.
- Interviews prospective employees and makes recommendations as to their hiring.
- Disciplines employees within the bounds of assigned authority.
- Trains, develops, and evaluates employees in the safe, efficient, and effective performance of their duties.
- Prepares estimates of time, personnel, material, and equipment required to complete work projects.
- Oversees the maintenance of inventory controls for material and equipment.
- Oversees the recording of employee attendance for payroll purposes.
- Prepares specifications for and requisitions materials and equipment, and recommends the use of specific cleaning materials and equipment.
- Oversees the maintenance and repair of equipment.
- Ensures prompt and appropriate snow removal.
- Prepares a proposed annual budget for the unit.
- Prepares reports and recommendations on the activities of the unit.
- Will be required to learn to utilize various types of electronic and/or manual recording and computerized information systems used by the agency, office, or related units.
Experience
Five (5) years of experience in work involving the cleaning of buildings and the maintenance of grounds in a large institution or agency, three (3) of which shall have been in a supervisory capacity.
License
Appointees will be required to possess a driver's license valid in New Jersey only if the operation of a vehicle, rather than employee mobility, is necessary to perform the essential duties of the position.
Knowledge, skills and abilities
- Knowledge of problems, procedures, and methods used in analyzing, inspecting, and determining the nature and extent of cleaning and ground maintenance work to be done and the material and equipment needed.
- Knowledge of problems and methods involved in establishing and maintaining effective work procedures.
- Knowledge of methods and procedures used in obtaining, storing, safeguarding, distributing, and properly using equipment, material, and supplies.
- Knowledge of safe efficient work practices of accepted cleaning procedures, materials, and equipment.
- Knowledge of effectivesupervisory methods and techniques.
- Ability to implement and supervise a large scale program for the cleaning of building facilities and the maintenance of grounds.
- Ability to effectively supervise a large group of custodial and other personnel.
- Ability to plan and execute work schedules.
- Ability to inspect work for conformance with effective, efficient work standards.
- Ability to enforce existing union agreements.
- Ability to prepare estimates of material and personnel required, and to prepare clear and accurate reports.
- Ability to learn to utilize various types of electronic and/or manual recording and information systems used by the agency, office, or related units.
- Ability to read, write, speak, understand, or communicate in English sufficiently to perform the duties of this position. American Sign Language or Braille may also be considered as acceptable forms of communication.
