Definition

Under direction, is responsible for the overall administration of a comprehensive redevelopment program including the selection of urban renewal sites, real estate acquisition, and redevelopment of these sites; may also serve as the urban renewal and development advisor to the agency or jurisdiction; does related work as required.

Examples of work

Coordinates and oversees the various aspects of the redevelopment program, including the conduct of surveys, the collection and analysis of data, and the preparation of applications for grants. Prepares planning and engineering reports related to land use and redevelopment. Responsible for the land and property acquisition process; seeks out prospective redevelopers when necessary. Designates areas eligible for urban renewal, and directs the application process necessary for accomplishment. Directs capital improvement process and other major renovations. Ensures compliances with agency policy, HUD, state, and local rules and regulations. Will be required to learn to utilize various types of electronic and/or manual recording and computerized information systems used by the agency, office, or related units.

License

Appointee will be required to possess a driver's license valid in New Jersey only if the operation of a vehicle, rather than employee mobility, is necessary to perform the essential duties of the position.

Knowledge, skills and abilities

Knowledge of the philosophy and principles of redevelopment activities. Knowledge of the functions and regulations of agencies such as Planning Boards, the Department of Housing and Urban Development, and other related areas. Ability to interpret and apply the provisions of the Urban Renewal Act. Ability to plan, organize, and administer a vast redevelopment service whose primary object is to eradicate blight under the provisions of the Urban Renewal Act. Ability to give provide assignments and instructions to subordinates and to supervise the performance of their work. Ability to establish and maintain cooperative relationships with governing authorities, concerned agencies, and individuals. Ability to prepare reports. Ability to direct the establishment and maintenance of records and files. Ability to learn to utilize various types of electronic and/or manual recording and information systems used by the agency, office, or related units. Ability to read, write, speak, understand, or communicate in English sufficiently to perform the duties of this position. American Sign Language or Braille may also be considered as acceptable forms of communication. Thirty (30) semester hour credits are equal to one (1) year of relevant experience. Nine (9) years of professional administrative experience in the planning, development, and management of a large scale land acquisition, real estate, and community development program, which shall have included responsibility for urban planning and urban renewal activities. OR Possession of a Bachelor's degree from an accredited college or university; and five (5) years of the above-mentioned professional experience. OR Possession of a Master's degree in Planning, Public Administration, or Business Administration; and four (4) years of the above-mentioned professional experience. "Professional experience" refers to work that is creative, analytical, evaluative, and interpretive; requires a range and depth of specialized knowledge of the profession's principles, concepts, theories, and practices; and is performed with the authority to act according to one's own judgement and make accurate and informed decisions.
