Definition

Under direction, has charge of and supervises the planning, engineering, and other work involved in regulation and flow of vehicular traffic and in the study/analysis of mass transportation problems; does other related duties as required.

Examples of work

• Directs, plans, organizes, and supervises work relating to traffic regulation/control.
• Organizes and directs induction and training of field/office staff, reviews assignments/instructions, advises and assists with difficult/unusual situations, and evaluates employees' performance relating to established procedures, maintaining reasonable standards, and achieving desired objectives.
• Studies problems and makes recommendations concerning traffic flow, on and off street parking, bus routes, bus/taxi zones, and quiet and play zones.
• Develops plans for police officers and others concerned with traffic flow/control.
• Directs collection, recording, and analysis of data relating to traffic accidents, investigation of their causes, and working out of preventive measures.
• Organizes and supervises planning/execution of traffic surveys and analysis/interpretation of the data.
• Determines procedures for installation/operation of traffic signs, signals, markings, and other traffic control devices.
• Prepares and analyzes local government traffic ordinances.
• Consults with and assists state/local government officers in transportation matters, traffic control, accident prevention, and highway matters.
• Serves as technical advisor on traffic/transportation matters.
• Represents the agency at local, state, and national traffic/transportation conferences, hearings, and meetings, and serves on technical committees or organizations concerned with highway traffic, parking, and related problems.
• Evaluates statistical and other data pertaining to such factors as vehicle count, load capacity of pavement, feasibility of widening pavement, and projected traffic loads in the future.
• Develops and formulates programs relating to and involving general transportation problems.
• Supervises, assigns, and instructs staff in work involved in study, analysis, designs, and implementation of engineering projects pertaining to rail, bus, and highways.
• Calculates complete geometrics for highway/intersection designs in developing plans/specifications for engineering projects.
• Directs collection, recording, and analysis of data relating to mass transit passenger uses and mass transit schedules.
• Conducts surveys and analyzes data to determine mass transit passenger use, need for service, improvement in schedules, and revision or consolidation of routes.
• Coordinates activities with other public/private agencies.
• Integrates results of studies with work of other agencies to develop a municipal or regional transportation plan.
• Plans and participates in development of special projects.
• Supervises establishment and maintenance of files and records.
• Will be required to learn to utilize various types of electronic and/or manual recording and information systems used by the agency, office, or related units.

Education

Graduation from an accredited college or university with a Bachelor's degree in Civil, Traffic, or Transportation Engineering or in Planning.

Experience

Five (5) years of experience in traffic or transportation engineering work and/or in traffic or transportation planning work, two (2) years of which shall have involved supervision of a major transportation program or project.

License

Appointees will be required to possess a driver's license valid in New Jersey only if the operation of a vehicle, rather than employee mobility, is necessary to perform essential duties of the position.

Knowledge, skills and abilities

• Knowledge of current geometric design practices and traffic control and regulation.
• Knowledge of legal limitations as to traffic regulations and control placed on local government by state law.
• Knowledge of the collection, compilation, recording, analysis, and interpretation of data relating to traffic accidents and condition of engineering enforcement/education problems involved in regulating/controlling traffic and making public highways as safe as possible.
• Knowledge of methods used in planning, developing, and adopting a work program and work procedures.
• Knowledge of the induction, training, assignment, and supervision of field/office staff.
• Knowledge of problems encountered in establishing standards for installation/operation of traffic control devices; determining need for specific devices at specific places; in recommending the design, installation, and operation of suitable devices; in analyzing traffic ordinances so as to recommend their approval or disapproval, and in establishing/maintaining working relations with state/local government officers concerned with traffic matters.
• Knowledge of obstacles encountered in obtaining observance/enforcement of traffic laws, rules, and regulations.
• Knowledge of preparation of reports containing findings, conclusions, and recommendations.
• Knowledge of establishment and maintenance of records and files.

A Master's degree in Civil, Traffic, or Transportation Engineering or in Planning with a major course of study in transportation planning from an accredited college or university may be substituted for one (1) year of indicated nonsupervisory experience.

A current, valid license as a Professional Planner in New Jersey issued by the State Board of Professional Planners may be substituted for the Bachelor's degree in Planning.

A Professional Engineer's license issued by the NJ State Board of Professional Engineers and Land Surveyors may be substituted for the Bachelor's degree in Civil, Traffic, or Transportation Engineering.
