Definition
Under the direction of an administrative official in a state department, institution, or agency, supervises and conducts tests and analyses in a laboratory; supervises technical or support personnel in the preparation of laboratory specimens or related data; supervises staff and work activities; prepares and signs official performance evaluations for subordinate staff; does other related duties as required.
Examples of work
Supervises the work operations and/or functional programs and has responsibility for effectively recommending the hiring, firing, promoting, demoting, and/or disciplining of employees. Supervises and prepares stock solutions, reagents, and stains required to perform acid-fast and fluorochrome staining techniques and in bacterial analysis of various foods. Supervises and prepares routine microscopic examinations of slide specimens for the presence of acid-fast bacilli. Supervises the preparation, processing, and culturing of specimens and various cytochemical tests for the detection and identification of M tuberculosis and related mycobacteria. Supervises and performs routine direct and indirect drug susceptibility tests. Supervises and performs agglutination tests for microorganisms and prepares blood specimens for serological examinations. Supervises the receiving, sorting, opening, and preparation of specimens submitted for isolation and identification of various diseases. Gives assignments and instructions to subordinate personnel and supervises the performance of their work in conformance with standard methods. Aids scientific personnel in procedures pursuant to required microbiological tests. Supervises and/or performs all required specimen preparatory work. Supervises the administration of accepted safety procedures appropriate to analytical area to include required quality control/quality assurance procedures. Aids scientific personnel in procedures pursuant to examination of various foods including milk and other dairy products, and sewage and water specimens for coliform and total plate counts. Performs and supervises analysis of water specimens by means of membrane filter techniques. May conduct statewide inspections and evaluation surveys of laboratories performing milk and water bacteriology. Supervises the split sampling program for monitoring performance of laboratories. Prepares statistical evaluations and reports relating to quality control programs for laboratory performance. Supervises the maintenance of essential records, reports, and files. Supervises and performs qualitative and/or quantitative chemical tests and analyses on aqueous and nonaqueous environmental samples (drinking water, surface water, sewage effluents, soils, sludges, and so forth) using instrument techniques such as continuous flow analysis; visible, ultraviolet, or infrared spectrophotometry; and automated titrimetry following USEPA and NJDEP approved analytical procedures. Supervises lower grade technical staff performing physical tests and examinations on environmental samples using equipment such as analytical balances, turbidimeters, conductivity meters, and so forth following USEPA and NJDEP approved analytical procedures. Supervises analysis of urine for drugs and abuse using automated chemistry analyzers. Evaluates the quality and results of routine physical, chemical, and biochemical tests performed by subordinates as outlined in the standard operating procedure manual and takes remedial action as necessary. Performs and supervises routine instrument and equipment maintenance procedures. Supervises periodic calibration of equipment, meters, and instrumentation as recommended or required by the manufacturer, or as needed to meet regulatory requirements as outlined in the standard operating procedures manual. Supervises the receiving, checking, logging in of, and assumes legal custody of samples submitted to the Environmental and Chemical Laboratory Services unit for analysis. Supervises preparation and distribution of sample containers and other supplies used by sampling personnel from the Department of Health programs and other state agencies, and orders materials as needed to maintain adequate supplies. Supervises the routine and distribution of samples or sample aliquots to appropriate laboratory groups or individual analysts to ensure that all requested tests, examinations, and analyses are performed. Ensures that established procedures required to maintain chain-of-custody for samples having legal significance are followed. Performs and/or supervises various sample preparation and/or sample cleanup techniques needed to make samples ready for analysis. Prepares and/or supervises the preparation of clear, technically sound, accurate, and informative laboratory reports of tests/analyses containing findings, conclusions, and recommendations. Will be required to learn how to utilize various types of electronic and/or manual recording and information systems used by the agency, office, or related units.
Education
Successful completion of sixty (60) semester hour credits from an accredited college or university, including or supplemented by twenty-four (24) semester hour credits in the biological, chemical, and/or physical sciences.
Experience
Three (3) years of experience as a technician in a public health, hospital, clinic, or research laboratory performing various types of tests, one (1) year of which shall have been in a supervisory capacity.
License
Appointees will be required to possess a driver's license valid in New Jersey only if the operation of a vehicle, rather than employee mobility, is necessary to perform the essential duties of the position.
Knowledge, skills and abilities
Knowledge of the bacteriology, chemistry, microbiology, immunology, or other field of knowledge involving extensive laboratory analyses. Knowledge of laboratory equipment, reagents, and techniques. Knowledge of microbiological culture techniques and procedures. Knowledge of the cytochemical tests necessary for the identification of tuberculosis and related mycobacteria. Knowledge of sanitary bacteriologic methodology as prescribed in A Standard Methods. Knowledge of equipment and instruments used in an analytical chemistry laboratory such as continuous flow analyzers, pH/ion meters, dissolved oxygen meters, visible spectrophotometers, turbidimeters, volumetric glassware, analytical balances, and so forth. Knowledge of chemical laboratory techniques and procedures such as distillation, digestion, filtration, titration, weighing, liquid-liquid extraction, Soxhlet extraction, and so forth. Knowledge of precautions which must be taken to ensure that samples having legal significance are maintained in a proper manner. Ability to perform microbiological culture techniques. Ability to perform cytochemical tests necessary for the identification of M tuberculosis and related mycobacteria. Ability to analyze routine laboratory problems, organize assigned work, and develop effective work methods relating to bacteria analysis of various waters, foods, and sewage. Ability to plan and conduct laboratory inspections and surveys in accordance with US Public Health Service standard procedures. Ability to plan, organize, and supervise split sampling programs to evaluate and monitor performance of dairy laboratories. Ability to prepare statistical evaluations and reports and data packages. Ability to maintain and/or supervise the maintenance of essential records, reports, and files. Ability to supervise assigned staff and plan, organize, and implement projects within the unit. Ability to comprehend and carry out written and verbal instructions and laboratory procedures and methods. Ability to use and maintain scientific equipment and instrumentation. Ability to maintain and/or supervise the maintenance of essential records, reports, and files. Ability to make and/or supervise the making of accurate and precise chemical tests and analyses in accord with established procedures and methods. Ability to prepare and/or supervise the preparation of clear, technically sound, accurate, and informative notebooks and other documentation or related reports containing findings, conclusions, and recommendations. Ability to learn how to utilize various types of electronic and/or manual recording and information systems used by the agency, office, or related units. Ability to read, write, speak, understand, and communicate in English sufficiently to perform the duties of this position.
