Definition
Under the direction of the Coordinator, Clinical Laboratory Improvement or Inborn Errors of Metabolism Programs, or appropriate Administrative Officer, Division of Public Health and Environmental Labs, State Department of Health, has major supervisory responsibilities for the research and development of advanced programs relating to the clinical laboratory; supervises work of major importance within the various scientific disciplines of medical technology, including, but not necessarily limited to, the technology associated with clinical chemistry, clinical microbiology, parasitology, hematology, immunohematology and does related work as required.
Examples of work
- Has primary responsibility for the design, execution and analysis of various proficiency exercises conducted by programs in the Division of Public Health and Environmental Laboratories, State Department of Health.
- Establishes the curriculum and has supervisory responsibility in conduction formal laboratory courses, workshops, and seminars designed to provide both didactic and functional training to technical personnel from private, public health and hospital laboratories throughout the State.
- Maintains a constant surveillance on all pertinent literature, trends of thought and new developments in the field of Medical Technology and its allied scientific areas.
- As directed, assists with and participates in the planning, organization and conduct of research activities.
- Supervises the performance of a wide variety of clinical laboratory procedures that are appropriate to both laboratory improvement activities and to applied research.
- Assigns, instructs and supervises subordinate professional and technical personnel.
- Plans, organizes and coordinates the operational functions of assigned units in the Division of Public Health and Environmental Laboratories, Department of Health.
- Oversees and makes frequent analysis of the quality control programs in use and makes recommendations concerning possible weaknesses within these programs.
- In concert with the Program Coordinator, has the primary responsibility in insuring the homogeneity and stability of check sample production.
- Supervises the work operations and/or functional programs and has responsibility for effectively recommending the hiring, firing, promoting, demoting and/or disciplining of employees.
- Provides authoritative technical advice concerning clinical laboratory procedures to directors and staff of laboratories in New Jersey.
- Keeps abreast of equipment innovations within the field of clinical laboratory technology and has primary responsibility for insuring that all assigned equipment is in proper operating order.
- Prepare correspondence in the course of official duties.
- Prepares clear, technically sound, accurate and informative reports of inspections containing findings, conclusions and recommendations.
- Supervises and maintenance of essential records reports and files.
Education
Graduation from an accredited college or university with a Bachelor's in Medical Technology; or Certification as a Medical Technologist by a certifying agency approved by the National Commission for Health Certifying Agencies; or possession of the qualifications of a Medical Technologist as required under Federal Medicare Regulations Subpart M Part 405:1315, Chapter 3, Title 20 of the Code of Federal Regulations for coverage of services of independent laboratories or under New Jersey State Administrative Code N.J.A.C. 8:44-1.6.
Experience
Three (3) years of comprehensive, bio-analytical laboratory experience in a certified private, public health or hospital clinical laboratory which shall have included work in one or more of the following area: hematology, immunohematology, urinalysis, clinical chemistry, serology, bacteriology, and parasitology.
License
Appointees will be required to possess a driver's license valid in New Jersey only if the operation of a vehicle, rather than employee mobility, is necessary to perform essential duties of the position.
Knowledge, skills and abilities
- Thorough knowledge of the principles of bacteriology, chemistry, blood chemistry, biochemistry, immunology, parasitology, histology, hematology, mycology or other scientific fields of knowledge involving extensive laboratory analyses and techniques and the use of standard laboratory equipment, supplies and reagents.
- Thorough knowledge of the purposes of the varied tests likely to be made in a hospital and/or research laboratory.
- Thorough knowledge of the function and proper use of laboratory apparatus, including the autoclave, balance, centrifuge, colorimeter, incubator, microscope, neephelometer, pH meter, photometer and spectroscope.
- Thorough knowledge of the precautions to be taken in shipping and receiving all types of specimens, including appropriate procedures for preserving and identifying such specimens.
- Ability to plan and coordinate the work flow in any size clinical laboratory and to insure that the design is functional for that individual laboratory.
- Ability to instruct professional and sub-professional technical personnel both in the classroom and the bench environment.
- Ability to assign and instruct technical laboratory staff and check the results of tests and analyses made by that staff.
- Ability to analyze and correct medical laboratory problems.
- Ability to organize and administer the various specialty units of the Laboratory Improvement Program.
- Ability to write scientific articles and take an active part in local, state and national meetings and conferences.
- Ability to prepare and/or edit technical correspondence in the course of official duties.
- Ability to prepare and supervise the preparation of clear scientifically sound and accurate reports of tests and State findings, conclusions and recommendations.
- Ability to supervise the maintenance of the essential reports, records and files.
- Ability to read, write, speak, understand, or communicate in English sufficiently to perform the duties of this position. American Sign Language or braille may also be considered as acceptable forms of communication.
