Definition

Under direction of a supervisory official, does the work involved in interviewing applicants for employment, in making routine classification, statistical, and other studies, and in assisting with the general personnel work program; does other related duties as required.

Examples of work

Recruits prospective employees and interviews applicants for positions. Helps with the orientation program designed for new employees, assigns new employees to living quarters, and prepares maintenance schedules. Conducts exit interviews when incumbents leave to ascertain their reasons for leaving and may make statistical and other studies to record reasons for employee turnover. Conducts surveys of individual positions, groups of positions, and units of work, and prepares reports thereof. Conducts studies of department routines and procedures to determine possible need for revision. May prepare regular and supplementary payrolls. Maintains required personnel records of varied types including a listing of budgeted positions, performance ratings, maintenance charges, attendance records, and other records and reports. May prepare and process required Civil Service Commission and other personnel forms including maintenance forms, probationary reports, retirement records, and forms dealing with appointments, leaves, resignations, transfers, demotions, promotions, reclassifications, and other transactions. May receive and resolve employee complaints. May handle delegated disciplinary problems in accord with prescribed procedures. May assist with inservice training programs of the department. Maintains a file of approved Civil Service Commission class specifications and supplies needed information concerning possible changes in duties and responsibilities of individual positions and groups of positions and in organizational relationships. Collects data for and assists in preparing the annual budget request of the department. May assist with safety and fire prevention programs. Maintains close liaison with the Civil Service Commission, Department of the Treasury, local jurisdiction, and with department personnel officers to further the total program of personnel services. Attends staff and other meetings and conferences and participates therein as may be required. Gives presentations before civic, educational, business, employee, and other groups. When Civil Service Commission and other personnel forms are prepared and in process, makes required contacts by telephone and in person with department officers and with staff of the Civil Service Commission, local jurisdiction, and/or Department of the Treasury. Gathers factual material for use in department requests for new titles, new positions, budget requests, and new and/or revised salary ranges, arranges it in suitable form and collects other information as may be required. Composes routine correspondence. Maintains records and files. Will be required to learn to utilize various types of electronic and/or manual recording and information systems used by the agency, office, or related units.

License

Appointee will be required to possess a driver's license valid in New Jersey only if the operation of a vehicle, rather than employee mobility, is necessary to perform the essential duties of the position.

Knowledge, skills and abilities

Knowledge of theories, standards, and methods of public personnel work. Knowledge of rules, regulations, standards, polices, procedures, and particular responsibilities of the department concerned and their application to specific situations after a period of training. Knowledge of and familiarity with techniques of interviewing persons who apply for employment and/or information. Ability to comprehend and interpret Civil Service Commission, Department of the Treasury, and other rules, regulations, and procedures. Ability to organize assigned technical and personnel work, analyze the particular category and related problems arising therein and develop appropriate work procedures. Ability to work harmoniously with associates, superior officers, and with those individuals interested in programs and services of the department. Ability to prepare detailed statistical and other reports containing findings, conclusions, and recommendations. Ability to maintain records and files. Ability to utilize various types of electronic and/or manual recording and information systems used by the agency, office, or related units. Ability to read, write, speak, understand, and communicate in English sufficiently to perform duties of this position. Applicants must meet one of the following or a combination of both experience and education. Thirty (30) semester hour credits are equal to one (1) year of relevant experience. Five (5) years of professional experience in personnel work in a government department, institution, agency, or other establishment. OR Possession of a bachelor's degree from an accredited college or university; and one (1) year of the above-mentioned professional experience. OR Possession of a master's degree in Personnel Administration, Applied Psychology, or other related field from an accredited college or university.
