Definition
Under the direction of a physician or other supervisory officer in a state institution or agency plans, coordinates, and supervises physical therapy services; plans and develops educational programs for physical therapy; does other related work. NOTE: The examples of work for this title are for illustrative purposes only. A particular position using this title may not perform all duties listed in this job specification. Examples of work
Develops standards for physical therapy services. Supervises and coordinates the physical therapy services of the institution or agency. Develops and implements a patient care delivery system in conjunction with appropriate medical staff. Conducts all evaluative, testing, educational, and treatment functions required of a physical therapist; administers complex treatments and monitor the administration of other treatments. Develops and implements institutional, departmental, or agency personnel management, fiscal management and equipment space management systems pertaining to physical therapy. Supervises the work operations and/or functional programs and has responsibility for employee evaluations and for effectively recommending the hiring, firing, promoting, demoting and/or disciplining of employees. Provides consultative, educational, and advisory services. Attends staff conferences and confers with staff and specialist consultants. Acts as liaison between physical therapy department and other departments, agencies, or community groups. May conduct educational programs relating to physical therapy. May develop and conduct physical therapy clinical education programs. May be required to engage in lifting clients when working in a setting which provides direct services to clients who are non-ambulant, or who are semi-ambulant and/or have severe physical handicaps. May be required to learn to utilize various types of electronic and/or manual recording and information systems used by the agency, office or related units.
Experience
Four (4) years experience as a physical therapist, one (1) year of which shall have been in a supervisory capacity.
License
Applicants must possess a license as a Physical Therapist issued by the Department of Law & Public Safety, Board of Physical Therapists. Applicants to positions in day training centers and other educational facilities under the jurisdiction of the New Jersey Department of Education will also be required to possess a license as a School Physical Therapist. Appointee will be required to possess a driver's license valid in New Jersey only if the operation of a vehicle, rather than employee mobility, is necessary to perform the essential duties of the position
Knowledge, skills and abilities
Knowledge of the principles of physical therapy. Knowledge of the assessment, remedial, or therapeutic techniques appropriate to physical therapy. Knowledge of the limitations and restrictions of, the devices, materials, procedures, and techniques used in physical therapy. Knowledge of the methods used to conduct patient assessments and evaluations. Ability to apply knowledge, research findings, and theory regarding physical therapy to the development of a program of services. Ability to physically lift, move and position clients as needed. Ability to interpret laws, rules and regulations and apply them to specific situations. Ability to organize, instruct, and supervise institutional, departmental, or agency personnel. Ability to evaluate program and treatment effectiveness. Ability to coordinate physical therapy services with other services in the institution/agency. Ability to work effectively with associates and patients. Ability to establish and maintain files and records. Ability to learn to utilize various types of electronic and/or manual recording and information systems used by the agency, office or related units. Ability to read, write, speak, understand, or communicate in English sufficiently to perform the duties of this position. American Sign Language or Braille may also be considered as acceptable forms of communication.
