Definition

Under direction, working with the juvenile court and related authorities, assigns and supervises work of a group of social workers involved in providing social work services to juveniles; does other related duties as required.

Examples of work

Assigns and supervises work of social service staff. Coordinates activities of staff in providing counseling services to assist clients with problems of an emergent or crises nature. May assist staff through individual and group conferences in analyzing case problems and in improving their social service skills. Evaluates staff performance and recommends appropriate personnel action. May conduct or direct staff development programs. Represents the agency in community or interagency activities. Develops and installs social service standards, services, procedures, and techniques used in a juvenile rehabilitation program. Supervises and joins in the more complex gathering of social, historical, vocational, and educational background of juveniles and their families, and evaluates same to establish a plan providing rehabilitative measures of juveniles. Supervises and joins in the work involved with focusing the attention of staff on the causes of juvenile problems. Consults and makes appraisals and evaluations of the work efficiency of individual staff and makes recommendations regarding their assignments. Makes decisions regarding juvenile rehabilitation plans to be implemented based on staff recommendations. Analyzes, comprehends, and interprets laws, rules, regulations, and procedures relative to juveniles and applies them with consistency. Analyzes social data with the purpose of using such data for improvement of the system to which assigned and analyzes theoretical rationales for change in a juvenile's environment which affect behavior. Prepares clear, sound, accurate, and informative reports containing findings, conclusions, and recommendations. Works closely with the juvenile court and juvenile welfare system in providing social services. Supervises the establishment and maintenance of records and files. Makes assessment of how and when to use other community mental health and juvenile welfare resources. Assumes responsibility for case conference for members of the social service staff. Will be required to learn to utilize various types of electronic and/or manual recording and information systems used by the agency, office, or related units.

License

Appointees will be required to possess a driver's license valid in New Jersey only if the operation of a vehicle, rather than employee mobility, is necessary to perform the essential duties of the position.

Knowledge, skills and abilities

Knowledge of the purpose, policies, standards, and procedures involved in doing social work involving the health, physical welfare, and social adjustment of juveniles. Knowledge of children socially, mentally, and/or physically maladjusted. Knowledge of factors that cause social adjustment and behavioral problems with juveniles. Knowledge of problems encountered in collecting and analyzing factual information needed in passing on individual cases, drawing sound social conclusions therefrom, and basing appropriate actions thereon. Knowledge of social case work methods and terminology. Knowledge of welfare laws in New Jersey after a period of training. Knowledge of the organization, objectives, and activities of varied types of public and private social agencies in New Jersey after a period of training. Knowledge of individual and group behavior. Knowledge of individual and community health problems. Knowledge of the establishment and maintenance of case work and other records and files. Ability to analyze laws, rules, regulations, and procedures, and apply them with consistency to individual cases. Ability to organize assigned social work and develop effective work methods. Ability to counsel juveniles with social adjustment and behavioral problems. Ability to give assignments and instructions to social service staff. Ability to provide staff with needed advice and assistance and check their work to see that proper procedures are followed, reasonable standards of workmanship are maintained, and desired objectives are achieved. Ability to work harmoniously with associates, families, individuals, and social organizations. Ability to collect and make correct appraisals of factual information and social relationships of individuals and families. Ability to learn quickly significant facts in an individual or family situation and to weigh and evaluate such facts. Ability to plan and execute programs for social readjustments on the basis of findings and to prepare clear, accurate, and informative reports. Ability to utilize various types of electronic and/or manual recording and information systems used by the agency, office, or related units. Ability to read, write, speak, understand, and communicate in English sufficiently to perform duties of this position. American Sign Language or Braille may also be considered as acceptable forms of communication. Thirty (30) semester hour credits are equal to one (1) year of relevant experience. Seven (7) years of professional experience in social work involving the care and welfare of juveniles. OR Possession of a bachelor's degree from an accredited college or university; and three (3) years of the above-mentioned professional experience. OR Possession of a master's degree in social work from an accredited college or university; and two (2) years of the above-mentioned professional experience. "Professional experience" refers to work that is creative, analytical, evaluative, and interpretive; requires a range and depth of specialized knowledge of the profession's principles, concepts, theories, and practices; and is performed with the authority to act according to one's own judgment and make accurate and informed decisions.
