Definition
Under the direction of a Principal Engineer, Geotechnical or other supervisory officer in the division of Design, Department of Transportation, performs design work pertaining to soils in a roadway design, or, foundations for structures and the structural design of pavements; does related work as required.
Examples of work
Performs design work pertaining to soils in roadway design or foundations for structures and the structural design of pavements. Develops the layout of borings and determines the type and location of samples to be taken. Determines the types of tests to be performed on samples and interprets the results. Performs all types of geotechnical engineering calculations, including settlement and stability analyses, subsurface drainage system analyses, and wick drain spacing. Makes computations required and completes the data necessary for the preparation of a soils profile; performs the calculations involved in the structural design of pavements. Reviews the more difficult plans and specifications pertaining to soils engineering; writes specifications when so required. Investigates and makes recommendations regarding complex geotechnical problems arising on construction projects. Gives appropriate assignments and instructions to employees engaged in field investigations and samplings. Works in conjunction with other design units as required. Prepares clear, technically sound, accurate, and informative reports of soils investigations containing findings, conclusions and recommendations. Prepares and interprets computer data related to individual engineering projects. Assists in the development of and/or develops in-house engineering oriented programming. Utilities computer applications in engineering problem-solving. Maintains essential records and files. May be required to learn to utilize various types of electronic and/or manual recording and information systems used by the agency, office or related units.
Education
Graduation from an accredited college with a Bachelor's degree in engineering, including or supplemented by completion of three (3) college credits in soil mechanics.
Experience
Two (2) years of experience in soils engineering.
License
Appointee will be required to possess a driver's license valid in New Jersey only if the operation of a vehicle, rather than employee mobility, is necessary to perform the essential duties of the position.
Knowledge, skills and abilities
Knowledge of the theories, procedures, and techniques of soil mechanics work as applied to highways. Knowledge of the form, content, and preparation of the plans which pertain to soils work of the varied sources of information on soils. Knowledge of the laboratory and field test procedures as applied to soils and pavement components. Knowledge of geology. Knowledge of the capabilities and applications of computers in engineering situations and projects. Ability to apply the standards, policies, and procedures of the department and the organization. Ability to plan and undertake the collection and analysis of engineering data for computer processing and to read and interpret the results. Ability to define problems and apply proper techniques in order to arrive at solutions. Ability to make and/or supervise essential field and laboratory tests and analyses. Ability to plan and carry out designated soil investigations, to make computations, and to prepare a soils profile. Ability to assign and instruct to the employees, effectively preparing and/or overseeing their performance appraisal. Ability to review plans and specifications to determine their adequacy in regard to soils and subdrainage, pavement components, quantities, and payment. Ability to prepare correspondence in the course of official duties. Ability to prepare clear, sound, accurate, and informative reports of geotechnical investigations containing findings, conclusions and recommendations. Ability to maintain essential records and files. Ability to learn to utilize various types of electronic and/or manual recording and information systems used by the agency, office or related units. Ability to read, write, speak, understand, or communicate in English sufficiently to perform the duties of this position. American Sign Language or Braille may also be considered as acceptable forms of communication. NOTE: FOR PROMOTIONAL PURPOSES ONLY Employees hired by the Department of Transportation on or before July 1, 1999, who do not possess the Bachelor's degree listed above, may substitute education and experience as indicated below to meet the education requirements: EDUCATION: An Associate's degree in Engineering or Engineering Technology. OR Completion of forty-five (45) semester hour credits of specialized college level/non-remedial engineering education from an accredited college in an engineering or engineering technology program. Acceptable specialized education must include a minimum of 24 credits in Engineering/Engineering Science and a minimum of 21 credits in general science and higher-level math courses. Information regarding acceptable courses may be obtained from DOT/Human Resources. You must attach a copy of your transcript(s) to your application. Foreign degrees/transcripts must be evaluated by a recognized evaluation service. Failure to do so will result in rejection from the examination process. AND Three and one half (3 ½) years of full time experience in engineering related work. Applicants who have more than the required forty-five (45) engineering related credits may substitute additional credits for the required experience on a pro-rated basis, thirty (30) credits equaling one (1) year of experience, up to a maximum of two and one-half (2 1/2) years.
Note
A valid license as a Professional Engineer issued by the New Jersey State Board of Professional Engineers and Land Surveyors may be substituted for the Bachelor's degree in engineering. A Bachelor of Science degree in Engineering Technology (BSET) in a field related to civil engineering from an accredited college having a curriculum approved by the Accreditation Board of Engineering Technology (ABET), including or supplemented by three (3) semester hour credits in soil mechanics, meets the above education requirement A Master's degree in soils mechanics may be substituted for one (1) year of the required experience.
