Definition
Under the direction of a Supervising Highway Engineer 2, Traffic or other supervisory official in the Department of Transportation, supervises the work program and staff of the Traffic Investigation Section in the Bureau of Traffic Engineering; coordinates between different sections, provides recommendations to management regarding ordinances, resolution of traffic related issues, etc.; supervises staff and work activities; prepares and signs official performance evaluations for subordinate staff; does other related duties as required.

- Supervises the work activities and staff of the section of the Bureau of Traffic Engineering dealing with State and federal traffic regulations, speed zoning, and documentation of traffic control devices.
- Coordinates the work of their section with that of other sections within the Bureau of Traffic Engineering and cooperates with other department units and federal agencies as required.
- Prepares recommendations for the specific type design and layout of signs or markings when these devices are found to be warranted.
- Gives appropriate assignments and instructions to supervisors.
- Confers with State, federal, and local government officials and others regarding the implementation of traffic regulations using signs and markings.
- Supervises the investigation of complaints concerning traffic regulations or traffic control; prepares recommendations or alterations and additions where these are required.
- Supervises the work operations and/or functional programs and has responsibility for effectively recommending the hiring, firing, promoting, demoting, and/or disciplining of employees.
- Supervises the preparation and processing of all State highway traffic regulations, including the establishment of no-passing, no-parking, speed zones, through streets, limited access regulations, etc.
- Supervises the review, reporting, and analysis of proposed legislation affecting the Department of Transportation highways and the use and regulation of motor vehicles on State, county, and municipal roads.
- Acts as liaison party between the Commissioner of Transportation and municipal attorneys, county counsels, or appropriate municipal or county officials concerned with traffic ordinances, resolutions, or regulations which required approval of the Commissioner of Transportation.
- Confers with, advises, and makes determinations for municipal and county officials as well as the staff of the Bureau of Traffic Engineering on technical and legal matters covering traffic operation problems and regulations.
- Act as a consultant to municipal and private attorneys and police departments throughout the State in the interpretation and application of Title 39 of the Revised Statutes or other traffic related laws.
- Prepares and supervises on-the-job training for new employees of the Bureau of Traffic Engineering.
- Prepares detailed correspondence.
- Supervises the preparation of and/or prepares clear, technically sound, accurate, and informative statistical and other reports of traffic conditions, problems, and plans containing findings, conclusions, and recommendations.
- Supervises the maintenance of essential records and files.
- Will be required to learn how to utilize various types of electronic and/or manual recording and information systems used by the agency, office, or related units.
Experience
Five (5) years of experience in the area of traffic regulations, traffic investigation, and/or traffic control, two (2) years of which shall have been in a supervisory capacity.
License
Appointees will be required to possess a driver's license valid in New Jersey only if the operation of a vehicle, rather than employee mobility, is necessary to perform the essential duties of the position.
Knowledge, skills and abilities
- Knowledge of traffic regulation and control problems.
- Knowledge of the varied types of devices, equipment, and methods used in traffic regulation and control systems and their advantages and limitations under varying conditions.
- Knowledge of the techniques used to conduct traffic investigations, surveys, and studies, including studies of speed, driver behavior, parking, and other related studies.
- Knowledge of the equipment, devices, and procedures used in performing traffic investigations, surveys, and studies, including studies of speed, driver behavior, parking, and other related studies.
- Knowledge of statistical mathematics, methods, and practices.
- Knowledge of the New Jersey State Highway System, with emphasis upon traffic regulation and traffic control problems.
- Knowledge of the purposes, policies, procedures, and standards of the department regarding traffic regulation and control.
- Knowledge of those portions of Title 39 of the New Jersey Revised Statutes and FHWA policies and procedures dealing with traffic regulations.
- Knowledge of the standards established for traffic control devices as set forth in the Uniform Traffic Control Devices for Streets and Highways Manual.
- Ability to supervise assigned staff and plan, organize, and implement projects within the unit.
- Ability to establish and maintain cooperative work relationships with local and State government officials, FHWA officials, and with others interested in or concerned with traffic regulations, safety, and control.
- Ability to understand, analyze, and apply the New Jersey laws and the rules, regulations, policies, procedures, and standards of the Department of Transportation pertaining to traffic control and regulation.
- Ability to comprehend traffic control and regulatory problems in New Jersey.
- Ability to prepare detailed correspondence.
- Ability to prepare clear, technically sound, accurate, and informative statistical and other reports of traffic control and regulation problems.
- Ability to supervise the maintenance of essential records and files.
- Ability to learn how to utilize various types of electronic and/or manual recording and information systems used by the agency, office, or related units.
- Ability to read, write, speak, understand, and communicate in English sufficiently to perform the duties of this position. American Sign Language or Braille may also be considered as acceptable forms of communications.
