Definition
Under the direction of a Principal Engineer, Traffic or other supervisory officer in the Department of Transportation , outlines the operations, and prepares and may supervise various studies having to do with traffic engineering; performs related work as required.
Examples of work
- Plans, organizes and may supervise the data gathering, processing and analysis work on any type of traffic studies.
- Designs new and improved traffic control installations including signs, pavement markings, signal devices, and channelization systems and determines from submitted accident research and traffic count data the most effective device and location.
- Prepares statistical, engineering, and other related reports of traffic issues containing findings, conclusions, and recommendations.
- Oversees a field party consisting of engineers and/or technicians engaged in conducting and analyzing traffic surveys to determine the behavior patterns of traffic, and prepares recommendations for the design of traffic control installations or traffic flow systems.
- May supervise the operation of speed measuring and no passing zone surveys.
- Reviews, analyzes, and interprets construction plans and specifications.
- Designs improved traffic control systems to increase efficiency and safety.
- Collects and/or supervises the collection of data pertaining to the design of traffic control devices; makes appropriate engineering recommendations regarding related regulations.
- Makes engineering field investigations relating to warrants for traffic signal installations, and prepares reports for the use of the Principal Engineer, Traffic or a Section Chief containing findings, conclusions and recommendation, as to their installation.
- Ensures the maintenance of essential records and files.
- May be required to learn to utilize various types of electronic and/or manual recording and information systems used by the agency, office, or related units.
Education
Graduation from an accredited college or university with a Bachelor's degree in engineering.
Experience
Two (2) years of experience in traffic engineering work which shall have included the collection, analysis, and interpretation of data in connection with highway design and/or traffic operations.
License
Appointee will be required to possess a driver's license valid in New Jersey only if the operation of a vehicle, rather than employee mobility, is necessary to perform the essential duties of the position.
Knowledge, skills and abilities
- Knowledge of the principles and procedures of traffic engineering and of the methods and techniques used in investigating and resolving traffic problems of varied types.
- Knowledge of the factors to be considered and applied for the purpose of preparing traffic regulations including those pertaining to speed zoning, no passing zones, and lane marking.
- Knowledge of the classification of average daily traffic volumes, and 30th peak-hour volumes, the development of traffic behavior patterns, and the projection of present to future traffic volumes.
- Ability to design new and improved traffic control installations including signs, signalling devices, and channelization systems, and to use accident record data in determining the most effective location for new installations.
- Ability to design improved traffic expedition systems.
- Ability to confer with local officials regarding their traffic problems and regarding the expedition of traffic.
- Ability to assign and instruct employees, effectively preparing and/or overseeing their performance appraisal.
- Ability to make engineering and traffic investigations at locations for which requests for traffic signal installations have been made; prepare reports of such investigations and; where required design the layout for the traffic signal installations.
- Ability to prepare clear, sound, accurate, and informative engineering, statistical, and other related reports containing findings, conclusions, and recommendations.
- Ability to maintain the essential records and files.
- Ability to learn to utilize various types of electronic and/or manual recording and information systems used by the agency, office, or related units.
- Ability to read, write, speak, understand, or communicate in English sufficiently to perform the duties of this position. American Sign Language or braille may also be considered as acceptable forms of communication.

- Employees hired by the Department of Transportation on or before July 1, 1999, who do not possess the Bachelor's degree listed above, may substitute education and experience as indicated below to meet the education requirements.
- EDUCATION
- An Associate's degree in Engineering or Engineering Technology.
- OR
- Completion of forty-five (45) semester hour credits of specialized college level/non-remedial engineering education from an accredited college in an engineering or engineering technology program. Acceptable specialized education must include a minimum of 24 credits in Engineering/Engineering Science and a minimum of 21 credits in general science and higher-level math course. Information regarding acceptable courses may be obtained from DOT/Human Resources.
- You must attach a copy of your transcript(s) to your application. Foreign degrees/transcripts must be evaluated by a recognized evaluation service. Failure to do so will result in rejection from the examination process.
- AND
- Three and one half (3 ') years of full time experience in engineering related work.
- Applicants who have more that the required forty-five (45) engineering related credits may substitute additional credits for the required experience on a pro-rated basis, thirty (30) credits equaling one (1) year of experience, up to a maximum of two and one half (2 ') years.
Note
Possession of a valid license as a Professional Engineer issued by the New Jersey State Board of Professional Engineers and Land Surveyors may be substituted for the Bachelor's degree in engineering.
A Bachelor of Science degree in Engineering Technology (BSET) in a field related to civil engineering from an accredited college having a curriculum approved by the Accreditation Board of Engineering Technology (ABET) meets the above education requirement.
Possession of a Master's degree in engineering may be substituted for one (1) year of the indicated experience.
