Definition
Under direction of a Supervising Planner Transportation or other supervisor in Department of Transportation, local government agency, participates in the preparation of a public transportation planning program including the preparation of a transportation master plan and other transportation studies; supervises staff and work activities; prepares and signs official performance evaluations for subordinate staff; does other related duties as required.
Examples of work
Reviews, interprets and analyzes complex statistical and transportation systems data. Develops comprehensive transportation plans including various modes of transportation. Coordinates transportation planning activities with other state and local planning efforts. Conducts studies and surveys. May prepare environmental documents for transportation projects to comply with State and federal environmental reviews and regulations. Prepares map, charts and graphs. May prepare reports that access the social, economic and land use consequences of transportation projects, and may provide recommendations to mitigate negative impact. Provides technical advice and consultation. Participates in the preparation of contracts for transportation planning activities; assists in the preparation of fiscal documentation, and monitors expenditures related to transportation planning projects. Reviews and analyses technical reports prepared by consultants. Establishes and maintains liaison and cooperative working relationships with other agencies and interested parties involving planning matters and issues. Participates in meetings with government officials and other interested parties. Supervises the work operations and/or functional programs and has responsibility for effectively recommending the hiring, firing, promoting, demoting and/or disciplining of employees. Provides guidance and instruction to planning and other support staff. Prepares correspondence in the course of official duties. Supervises the preparation of environmental documents associated with transportation planning projects. Supervises the preparation of technical reports that assess the social, economic and land use consequences of transportation projects. Prepares clear, sound, accurate and informative transportation and other planning reports and studies containing findings, conclusions and recommendations. Establishes and maintains records and files. Will be required to learn to utilize various types of electronic and/or manual recording and information systems used by the agency, office or related units.
License
A license as a Professional Planner, issued by the New Jersey State Board of Professional Planners, is required for promotion or other appointment to the next higher level, Supervising Planner, Transportation. Appointees will be required to possess a driver's license valid in New Jersey only if the operation of a vehicle, rather than employee mobility, is necessary to perform the essential duties of the position.

Thirty (30) semester hour credits are equal to one (1) year of relevant experience. Seven (7) years of professional experience in a planning discipline, one (1) year of which shall have involved transportation planning; including or supplemented by twenty-one (21) semester hour credits in professional planning subjects such as the principles of land use planning, history of city planning, planning project design, and planning law and administration. OR Possession of a bachelor's degree from an accredited college or university including or supplemented by twenty-one (21) semester hour credits in professional planning subjects such as the principles of land use planning, history of city planning, planning project design, and planning law and administration; and three (3) years of the above-mentioned professional experience, one (1) year of which shall have involved transportation planning. OR Possession of a master's degree in planning from an accredited college or university; and two (2) years of the above-mentioned professional experience, one (1) year of which shall have involved transportation planning. OR Possession of a current and valid license as a Professional Planner in New Jersey issued by the New Jersey Board of Professional Planners; and three (3) years of the above-mentioned professional experience, one (1) year of which shall have involved transportation planning. OR Possession of a current and valid credential as a Certified Planner issued by the American Institute of Certified Planners (AICP); and three (3) years of the above-mentioned professional experience, one (1) year of which shall have involved transportation planning. "Professional experience" refers to work that is creative, analytical, evaluative, and interpretive; requires a range and depth of specialized knowledge of the profession's principles, concepts, theories, and practices; and is performed with the authority to act according to one's own judgment and make accurate and informed decisions.
