Definition
Under direction of a supervisory official in a state department or agency, performs field and office engineering work either (a) in the measurement and determination of quantities and costs of structures and facilities or (b) in making studies of utility services, rates, safety, and other engineering studies; does other related duties as required. NOTE: The examples of work for this title are for illustrative purposes only. A particular position using this title may not perform all duties listed in this job specification. Examples of work
Prepares detailed valuation reports of utility property and prepares/analyzes final results of such valuation reports. Investigates utility plants to determine adequacy of plant and equipment used to serve the public. Interprets and explains rules, regulations, and administrative orders including regulations concerning public utilities. Assists legal counsel in preparation of cross examination in formal proceedings. Prepares clear, sound, accurate, and informative engineering, statistical, and financial reports containing findings, conclusions, and recommendations. Conducts field surveys of railroad lands, tracks, and structures. Complies and calculates quantities of items involved in railroad tracks and structures. Abstracts local assessment data. Investigates and determines location of sales of railroad properties and plots such as data on right of way maps. Compiles annual statements showing valuations of varied classes of railroad properties and calculates taxes. Reviews annual reports and other engineering exhibits submitted by railroads. Prepares reports, statements, charts, graphs, and other material concerned with engineering and valuation work. Maintains records and files. Will be required to learn to utilize various types of electronic and/or manual recording and information systems used by the agency, office, or related units.
Education
Graduation from an accredited college or university with a Bachelor's degree in Civil, Electrical, or Mechanical Engineering. NOTE: Possession of a valid Professional Engineer's License issued by the NJ State Board of Professional Engineers and Land Surveyors may be substituted for the Bachelor's degree in Engineering.
Experience
Two (2) years of experience in the field of public utility operation or regulation including the making of engineering related studies/reports pertaining to utility valuation, rate, or service determination.
License
Appointees will be required to possess a driver's license valid in New Jersey only if the operation of a vehicle, rather than employee mobility, is necessary to perform essential duties of the position.
Knowledge, skills and abilities
Knowledge of regulations, purpose, standards, policies, and procedures of the NJ Board of Regulatory Commissioners after a period of training. Knowledge of techniques used to conduct inspections/evaluations of utility property. Knowledge of the design, construction, and operation of the facilities of several types of utility enterprises. Knowledge of theory, standards, and techniques of rate making, public utility economics, and of public utility accounting. Knowledge of the structural design or operational methods in the utility field. Ability to read, interpret, and apply state/federal laws governing the operation and regulation of public utilities. Ability to organize assigned work, analyze engineering and related problems, and develop effective work methods. Ability to maintain effective working relationships with associates and with representatives of other government agencies and public utilities. Ability to conduct field and other investigations. Ability to prepare sound, accurate, and informative engineering and related reports containing findings, conclusions, and recommendations. Ability to analyze regulatory laws, rules, and policies applicable to utility taxation and /or rate problems. Ability to prepare charts, graphs, maps, and other presentations of engineering and related utility data. Ability to make required calculations of the kinds and value of items entering into utility construction. Ability to prepare clear, sound, accurate, and informative reports and statements on utility tax and valuation methods. Ability to maintain records and files. Ability to utilize various types of electronic and/or manual recording and information systems used by the agency, office, or related units. Ability to read, write, speak, understand, and communicate in English sufficiently to perform duties of this position. American Sign Language or Braille may also be considered as acceptable forms of communication.
