Definition
Under direction of the Director and Bureau Chiefs, Board of Public Utilities, does engineering and related technical work referred to the division by the Board of Public Utilities; assists the Director and Bureau Chiefs of the Division of Engineering in determining the course of action to be taken by the division in resolving all engineering and related technical matters for which the division is responsible; in the absence of the Director and Bureau Chiefs, acts in their behalf on all matters involving the division including the assignment and supervision of the work in the division; does related work as required.

- Makes engineering and technical evaluations regarding the safety, adequacy, propriety, and cost of public utility operations, and proposes lawful, suitable alternatives.
- Establishes procedures and methods for monitoring the technical performance of public utilities.
- Supervises the preparation of engineering reports and analyses that are required by the division.
- Supervises the preparation of written replies to technical and engineering inquiries referred to the division.
- Conducts and supervises investigations relating to all matters of public utility operation including safety, adequacy, and proper service, and prepares reports of the findings with appropriate conclusions and recommendations.
- Plans, organizes, and assigns the work of the organizational unit and evaluates employee performance and conduct, enabling the effective recommendation of the hiring, firing, promoting, and disciplining of subordinates.
- Acts as staff member in formal matters before the Office of Administrative Law, and prepares appropriate reports with findings, conclusions, and recommendations.
- Provides technical and engineering support to the Board and its staff.
- Represents the Board on industrial, federal, and state interagency advisory groups, committees, councils, and task forces,.
- Will be required to learn to utilize various types of electronic and/or manual recording and computerized information systems used by the agency, office, or related units.
Education
Graduation from an accredited college or university with a Bachelor's degree in Engineering.
Experience
Four (4) years of experience in the design, operation, construction, or regulation of public utility facilities including one (1) year of experience in the supervision of engineers engaged in the design, operation, construction, or regulation of public utility facilities.
License
Possession of a valid license as a Professional Engineer issued by the New Jersey Board of Professional Engineers and Land Surveyors may be substituted for the Bachelor's degree in Engineering.
Knowledge, skills and abilities
Knowledge of regulations, policies, rules, and codes adopted by the Board of Public Utilities after a period of training. Knowledge of state and federal laws governing the operation and regulation of public utilities after a period of training. Knowledge of engineering procedures used in evaluating public utility operations. Knowledge of the industrial codes and standards applicable to public utility operations. Knowledge of the type of equipment and facilities used by public utilities. Ability to analyze technical problems, organize work, and develop effective working methods. Ability to supervise other engineers and supporting personnel in carrying out engineering and related activities. Ability to work harmoniously and effectively with public officials, representatives of other agencies, and utility personnel. Ability to act as hearing examiner and staff member in matters before the Board. Ability to prepare clear, concise, and grammatically correct letters, memoranda, and reports. Ability to learn to utilize various types of electronic and/or manual recording and information systems used by the agency, office, or related units. Ability to read, write, speak, understand, or communicate in English sufficiently to perform the duties of this position. American Sign Language or Braille may also be considered as acceptable forms of communication.
