Definition
Under general direction of a supervisory official in a state department, institution or agency, directs and supervises the activities of a team of construction code officials, engineers and/or architects engaged in construction project plan reviews and inspections and the enforcement of the Uniform Construction Code Act and Regulations; does other related duties.
Examples of work
Supervises staff involved in the review of construction projects for compliance with health, safety, energy utilization and other requirements established under the Uniform Construction Code Act and Regulations. Determines standards for project submissions, which includes the plans, engineering calculations, specifications and related materials for compliance with the code. Monitors and reviews plan submissions and amendments to determine whether they include appropriate documentation and applications; reviews plans for appropriate fee payments and other processing requirements for compliance with regulations. Determines whether requested variations or exceptions on construction plans should be granted. Reviews completed projects for compliance with code requirements to determine whether all technical issues have been identified and addressed. Provides information, assistance and technical support regarding Uniform Construction Code regulations as they related to construction plans. Plans, organizes, and prioritizes the work of the teams of code enforcement officials serving as municipal enforcing agencies in an assigned area of jurisdiction. Interacts with county soil conservation offices; monitors local offices soil conservation and sedimentation control plans; reviews and resolves difficult cases. Develops and implements procedures for local office operations to coordinate the issuance of permits, certificates and other approvals with other state agencies involved with facility construction. Monitors local enforcement activity for timely inspections as established by the Uniform Construction Code Act and Regulations. Reviews administrative, recordkeeping, and inspection procedures and recommends changes as appropriate. Directs special enforcement activity when local office notices fail to result in code compliance. Develops and implements procedures for plan reviews and building inspections in conformance with appropriate building, plumbing, electrical, fire protection, barrier-free, and energy subcodes. Confers with architects, engineers, owners, and builders to discuss and resolve problems regarding code requirements. Acts as a witness for the state in informal hearings and/or court proceedings. Prepares clear, accurate, and informative statistical, financial and other reports of program activities containing findings, conclusions, and recommendations. Provides recommendations for the determination of fees by municipality; supervises the collection of permit fees. Supervises the collection and deposit of construction fees and penalties. Prepares and/or supervises the preparation of correspondence in the performance of official duties. Supervises the establishment and maintenance of records and files. Will be required to learn to utilize various types of electronic and/or manual recording and information systems used by the agency, office, or related units.
License
Applicants must possess a valid High-rise and Hazardous Specialist (HHS) license in building, electrical, fire protection, or plumbing issued by the New Jersey Department of Community Affairs. Applicants must possess a valid license as a Subcode Official issued by the Department of Community Affairs. Applicants must possess a valid license as a Construction Official issued by the New Jersey Department of Community Affairs. Applicants must continue to complete the continuing education requirements to maintain their HHS, Subcode Official and Construction Official licenses. Appointees will be required to possess a driver's license valid in New Jersey only if the operation of a vehicle, rather than employee mobility, is necessary to perform the essential duties of the position.
Knowledge, skills and abilities
Knowledge of the Regulations of the Uniform Construction Code. Knowledge of the form, content, and interpretation of plans, blueprints, and specifications for new construction and for the alteration of existing structures. Knowledge of the procedures used in the construction inspection of buildings including from the standpoint of architectural, construction, plumbing, electrical, and other safety requirements. Knowledge of recordkeeping requirements under the State Uniform Construction Code including permit and certificate of occupancy records, variation application records, and violation files and records. Knowledge of management procedures to organize and assign of a large complex field staff. Knowledge of the provisions of the subcodes adopted pursuant to the Uniform Construction Code Act and Regulations. Knowledge of the testing agencies and procedures used to verify that construction materials meet the performance standards specified in the appropriate adopted subcodes. Knowledge of the building, plumbing, fire protection, and electrical subcodes adopted under the Uniform Construction Code Act. Knowledge of the various code compliance requirements for all use groups of Class I category buildings and construction projects, as shown in preliminary detailed plans and specifications. Knowledge of the qualities, limitations, and proper use of construction materials and methods, for the appropriate class of structure. Knowledge of structural, electrical, mechanical, energy, and fire protection analysis techniques. Knowledge of construction installation practices. Knowledge of testing methods, agencies, and verification procedures utilized in the varying phases of construction design. Knowledge of the types of records available for public inspection. Knowledge of the methods used to determine whether variation requests meet code standards. Knowledge of the techniques used in construction calculations including those to determine volume, height, and perimeter. Knowledge of the methods and resources used to handle hazardous conditions and emergency situations, including emergency work orders and bid and quotations process after a period of training. Ability to interpret and apply the provisions of the subcodes adopted pursuant to the Uniform Construction Code Act and Regulations. Ability to calculate the time and other resources needed to conduct inspections. Ability to determine whether construction plans conform to standards established by the New Jersey Uniform Construction Code Regulations after a period of training. Ability to interpret and apply the construction certificates and permits fee schedule provisions of the Uniform Construction Regulations. Ability to interpret and apply the Uniform Construction Code Act and regulations. Ability to organize work, analyzes problems and develop effective work methods. Ability to supervise the staff of professional and technical personnel engaged in the enforcement of the Uniform Construction Code Act and Regulations. Ability to supervise the inspection of building construction as prescribed by law. Ability to interpret and apply inspection rules and regulations. Ability to establish cooperative working relationships with local police, fire and inspection forces, owners, contractors, architects, engineers and others involved in construction code enforcement. Ability to identify situations requiring a search warrant. Ability to establish procedures for the review and approval of permit applications to comply with the construction code and applicable laws and ordinances. Ability to analyze, and interpret complex laws, regulations, policies, standards, and procedures and apply them to specific situations. Ability to prepare extensive correspondence in the course of official duties. Ability to supervise the maintenance of essential records, reports and files. Ability to prepare clear, technically sound, accurate, and comprehensive reports containing findings, conclusions, and recommendations. Ability to learn to utilize various types of electronic and/or manual recording and information systems used by the agency, office, or related units. Ability to read, write, speak, understand, and communicate in English sufficiently to perform the duties of this position. Thirty (30) semester hour credits are equal to one (1) year of relevant experience. OR Possession of a bachelor's degree from an accredited college or university; and two (2) years of the above-mentioned professional supervisory experience.
