Definition

Under the general supervision of a Project Engineer, Code Service or other supervisory official in the Department of Community Affairs, is responsible for the coordination and completion of engineering projects involving design review or scientific expertise relative to carnival and amusement rides, ski lifts, and associated mechanical equipment; does other related duties as required.

Examples of work

• Performs engineering reviews of amusement rides including review of design calculations, risk analysis, operator and maintenance manuals, restraint analysis, etc. for compliance with applicable NJ rules and ASTM standards.
• Reviews plans for new amusement ride designs and/or modifications to existing amusement rides; reviews installations of new rides.
• Assists inspectors, sub-code officials, or other concerned parties in the resolution of design-related deficiencies with amusement rides such as unexpected failures and/or premature wear.
• Reviews annual permits for amusement rides to ensure proper non-destructive testing (NDT) has been performed, proper ride manuals are used, and ensure compliance with any outstanding safety bulletins.
• Responsible for issuing Permit Registrations, performing Engineering Reviews of Type Certifications, Individual Approvals, Supplemental Modification Certifications, and Amended Type Certification for amusement rides operating in the State.
• For a new ride, or a ride having undergone a major modification, conducts and/or participates in Acceptance Inspections, pursuant to NJAC 5:14A-2.11(e), to verify conformance with the approved design.
• Notifies owners and inspectors of any special inspection and test requirements to be performed.
• Maintains and distributes Service Bulletins.
• Plans, organizes, prioritizes, and completes the work of a project(s), the objective of which is to ensure the quality, safety, and durability of carnival and amusement rides.
• Conducts necessary engineering analyses for the Department to meet its regulatory responsibilities.
• Responsible for the planning and implantation of all highly complex technical engineering projects.
• Provides technical input for public hearings and court testimony pertinent to carnival and amusement ride safety.
• Supplies technical input into preparation of permits involved with a particular project(s) in conformance with pertinent laws, rules, and regulations.
• Plans, schedules, and/or participates in formal meetings and conferences.
• Evaluates the capability of construction material.
• Conducts engineering state-of-the-art research and makes recommendations concerning emerging technical problems.
• Prepares technical reports designed to support agency positions in administrative hearings and before the courts.
• Reviews and provides technical input into any legal document impacting on the relevance of specific projects.
• Responsible for developing and/or ensuring adherence to policies and procedures; establishes work processes to be utilized.
• Represents the Department and other committees as an expert in mechanical equipment techniques, methods, systems, and materials, and their relationship to existing codes and code enforcement of amusement rides and devices.
• May assist in the development and conduct of training programs for inspection staff in the application of laws, codes, and regulations of the amusement ride safety program.
• Responsible for the administrative review of consultant contracts relative to work of projects.
• Prepares reports and studies; compiles data and performs computation and analyses necessary for internal or public use regarding specific engineering projects.
• Prepares correspondence.
• Establishes and maintains a computer database system relative to projects.
• Develops cooperative working relationships with architects, engineers, educators, ride owners, and code administrators interested in the technical and training aspects of code enforcement.
• Establishes and maintains technical records and files.
• Prepares engineering and related reports containing findings, conclusions, and recommendations.
• Develops and reviews rules, regulations, policies, and procedures and recommends changes required that are relative to carnival and amusement ride projects.
• Will be required to learn how to utilize various types of electronic and/or manual recording and information systems used by the agency, office, or related units.

Education

Graduation from an accredited college or university with a Bachelor's degree in Engineering.

Experience

Three (3) years of carnival and amusement ride engineering experience which shall include one, or any combination, of the following types of experience: (1) design, (2) engineering reviews, (3) manufacture and assembly, (4) field testing, engineering evaluation, safety analysis OR (5) preparation or review of mechanical or electrical plan specifications.

License

Appointees will be required to possess a driver's license valid in New Jersey only if the operation of a vehicle, rather than employee mobility, is necessary to perform the essential duties of the position.

<b>SPECIAL NOTE:</b> Appointees may be required to obtain a Uniform Construction Code (UCC) license, appropriate to the position, within a timeframe determined by the Appointing Authority.

Knowledge, skills and abilities

• Knowledge of engineering principles, procedures, and techniques.
• Knowledge of applicable laws including the Carnival and Amusement Ride Safety Act, Carnival and Amusement Ride Safety Program regulations NJAC 5:14A, and Ski Lift regulations NJAC 5:12.
• Knowledge of engineering test methods and associated procedures.
• Knowledge of engineering design standards and accepted engineering practices related to structural design, machine design, and/or amusement ride design.
• Knowledge of current or proposed international standards referenced in NJAC 5:14A.
• Knowledge of construction materials grading and testing standards.
• Knowledge of safety, structural, and durability standards, standard-making procedures, and standard test methods applicable to amusement rides and devices.
• Knowledge of the preparation of specifications for engineering projects.
• Knowledge of scientific methods, programs, and functions related to inspections.
• Knowledge of procedures and equipment used in the inspection of amusement rides and devices from the standpoint of architectural, engineering, construction, fire, and other safety requirements.
• Ability to apply engineering principles and techniques in the review or development of plans, designs, charts, maps, specifications, and estimates.
• Ability to comprehend, analyze, and interpret complex laws, regulations, policies, standards, and procedures and apply them to specific situations.
• Ability to organize assigned technical work, analyze problems, and develop appropriate work methods.
• Ability to establish, and/or provide guidance, regarding inspection procedures.
• Ability to prepare engineering and related reports containing findings conclusions, and recommendations.
• Ability to verify the materials actually installed during assembly are of the same strength and quality as assumed in the design calculations.
• Ability to make/review required engineering calculations pertaining to structural, mechanical, and electrical design of amusement rides and devices.
• Ability to explain code requirements to architects, engineers, inspectors, amusement ride owners, and others.
• Ability to organize and carry out continuing training programs to improve the technical efficiency of engineering and inspection staff.
• Ability to organize and maintain an up-to-date reference library covering code requirements, standards, products, methods, and material approvals by authoritative agencies.
• Ability to establish and maintain cooperative working relationships with architects, engineers, and others interested in, or concerned with, work in the areas of code enforcement.
• Ability to prepare correspondence.
• Ability to learn how to utilize various types of electronic and/or manual recording and information systems used by the agency, office, or related units.
• Ability to read, write, speak, understand, and communicate in English sufficiently to perform the duties of this position. American Sign Language or Braille may also be considered as acceptable forms of communication.
