Definition
Under the limited supervision of the Principal Inspector, Bulkheads and Dredging or other higher level official in the Department of Environmental Protection, takes the lead over the various construction and dredging projects carried out by contract by the Department, and in the performance of storm damage surveys; does related work as required.
Examples of work
- Takes the lead in various construction projects of the Coast Protection and Channel Dredging Programs of the Department of Environment Protection.
- Advises and confers with the Inspectors, Bulkheads and Dredging, assigned to the various projects at regular intervals and provides guidance.
- Inspects in-progress and completed work and prepares reports of progress and construction.
- Checks and verifies the estimates of work under each project for monthly estimates.
- Maintains coordination between the Engineering Office headquarters and the particular projects.
- Inspects quarries, pits, plants, materials, and equipment of contractors for certification to headquarters.
- Makes routine tests and examinations of materials and obtains and prepares samples as may be required for laboratory analysis. Provides training to new Inspectors.
- Acts as liaison between headquarters, the public, and public officials on the site of the work.
- Prepares estimates of work completed and to be completed.
- Receives and investigates complaints and makes the necessary adjustments.
- As directed, makes recommendations for necessary for adjustments and changes on the projects and oversees such changes.
- Prepares reports of construction projects containing findings, conclusions, recommendations.
- Maintains the essential records and files.
- Will be required to learn and utilize various types of electronic and/or manual recording and information systems used by the agency, office or related units.
Experience
Two (2) years of experience in the inspection of construction work, which shall have included stone and timber seawalls, jetties, groins, and bulkheads the construction of beachfills, and the dredging of navigation channels.
License
Appointee will be required to possess a driver's license valid in New Jersey only if the operation of a vehicle, rather than employee mobility, is necessary to perform the essential duties of the position.
Knowledge, skills and abilities
- Knowledge of the types of heavy construction operations along the beaches and waterways and of approved State procedures.
- Knowledge of the means used to bring about compliance with plans, specifications, and established standards.
- Knowledge of the techniques used in suggesting needed changes in working plans and procedures and in materials used in order to bring about through voluntary action modifications required to assure compliance with plans and specifications.
- Ability to understand, remember, and carry out oral and written directions and to learn quickly from oral and written explanations and from demonstrations.
- Ability to organize assigned inspection work and develop appropriate work methods.
- Ability to inspect the location and operations of dredges with respect to the established ranges and markers in order to insure the proper setting of tidestaffs.
- Ability to inspect sluiceways in order to insure proper construction and operation.
- Ability to inspect the quality of construction and operation.
- Ability to take and maintain a firm and correct stand when differences of opinion arise.
- Ability to assign, train, and instruct inspection staff and oversee the performance of their work.
- Ability to prepare clear, sound and accurate reports of inspections containing findings and recommendations.
- Ability to utilize various types of electronic and/or manual recording and information systems used by the agency, office or related units.
- Ability to read. write, speak, understand, or communicate in English sufficiently perform the duties of this position. American Sign Language or braille may also be considered as acceptable forms of communication.
